Scope of Work

  • Off-Range Corral Holding Services: Managing and caring for wild horses and burros, including unloading, sorting, identification, restraint, vaccinations, deworming, and hoof trimming.
  • Animal Care: Supplying adequate feed (grass, grass alfalfa, or alfalfa hay), minerals, and water to maintain animals in moderate condition (Henneke score 5-7).
  • Facilities: Providing and maintaining corrals, perimeter and cross fencing, quarantine areas, holding pens, adoption/sorting/working areas, and covered working areas, all meeting specific size, height, material, drainage, and dust control requirements.
  • Veterinary Services: Furnishing veterinary services, including vaccinations, treatments, and health certificates, with costs not to exceed $350/year per animal.
  • Reporting & Training: Submitting daily feed & care logs, incident reports, and transportation notifications. Personnel must complete mandatory CAWP and Euthanasia training annually.

Contract Details

  • Contract Type: Indefinite Delivery / Indefinite Quantity (IDIQ) with Firm Fixed Price (FFP) task orders.
  • Period of Performance: Five (5) years from the date of contract award, consisting of a base year and four (4) one-year ordering periods.
  • Estimated Value: The cumulative maximum for all IDIQ contracts and task orders in Region 6 is $3,500,000.00.
  • Minimum Order Guarantee: $10,000.00 for each IDIQ.

Eligibility & Set-Aside

This solicitation is for unrestricted, full and open competition. Awards will be made to technically qualified small and large businesses. Large Businesses are required to submit a Small Business Subcontracting Plan, and both Large and Small Businesses must provide a Small Business Commitment Document.
