This document provides responses to vendor inquiries regarding Solicitation 36C24226Q0399 for Water Quality Management (Base 4).

• Cooling Tower Cleanings: Yes, these are included in the scope of work, detailed in Section B.8 of Appendix B.

• Monochloramine Systems Pricing: Installation services are included with the equipment cost for the base period (Line Item 4007). The vendor will retain ownership and be responsible for continuous operation.

• Dental Waterline Testing: Retesting is included in the quarterly pricing.

• Sterile Processing Samples: Resampling for out-of-range samples is included in the per-cycle pricing.

• Solicitation Document: A written solicitation document (Form 1449) will not be issued; this announcement is the only solicitation.

• The Class C certified operator license requirement has been removed from SOW Section C.7. Paragraph E. Line a.

• The NYCDOH Water Treatment Operator certification requirement has been removed from technical requirements in Addendum to 52.212-1, Instructions to Offerors.

Amendment / Modification

This amendment addresses vendor inquiries and extends the response deadline for Solicitation 36C24226Q0399.

Key changes include:

• The period for questions is now closed.

• The solicitation response deadline is extended to Thursday, April 9, 2026, at 3:00 pm ET.

• Clarification on filter supply for quarterly water fountain maintenance: The VA will supply the filters.

• Confirmation that Brooklyn Retherm units are included in the quotation, similar to Manhattan and St. Albans.

• Updated requirements for sterile processing water testing (ST108) are confirmed, with an updated Price/Cost Schedule attached.

• The SOW chart detailing requirements for New York, Brooklyn, and St. Albans campuses has been updated.

• The sampling schedule for Sterile Processing Water Testing has been updated.

• A Price/Cost Schedule is attached.

• The proposal submission deadline has been extended to April 9, 2026.

This is a combined synopsis/solicitation for commercial products and services for Water Quality Management at the Department of Veterans Affairs (VA) New York Harbor Healthcare System. The requirement includes a comprehensive range of services across three campuses: Manhattan, Brooklyn, and St. Albans.

• Dental Waterline Testing: Routine quarterly testing for Heterotrophic Plate Count (HPC).

• Legionella Water Testing: Routine and non-routine testing per CDC protocols and VHA Directive 1061.

• Potable Water Testing: Quarterly testing of water fountains for copper, lead, total coliform, and E. coli.

• Water Fountain Maintenance: Quarterly cleaning, sanitizing, filter replacement, and inspection.

• Sterile Processing Service Water Testing: Testing for HPC, pH, Total Organic Carbon (TOC), Endotoxins, and specific metals.

• Ice Machine & Retherm Unit Cleaning: Quarterly cleaning and disinfection.

• Laundry Wastewater Testing: Monthly pH testing and biannual testing for metals, cyanide, and non-polar materials at St. Albans.

• Utility Water Treatment: Treatment and testing for cooling tower and boiler systems across campuses.

• Chemical Delivery & Storage: Supply and management of water treatment chemicals.

• Performance Period: One base year with four one-year option periods.

• Set-Aside: Solely for Small, Disadvantaged, Veteran-Owned Small Businesses (SDVOSBs).
