Quick Summary

The Defense Logistics Agency Weapons Support – Richmond (DLA WS RIC) has issued a Sources Sought notice for F135 Propulsion System Supply Chain Management & Programmatic Support. This is market research for a potential Long-Term Contract (LTC) to transition F135 Propulsion System Sustainment from the F-35 Joint Program Office (JPO) to DLA. Responses are due by July 8, 2026.

Scope of Work

The DLA anticipates a comprehensive sole-source requirements-type contract, potentially lasting 10 years (5-year base + 5-year option), under basic agreement SPE4AX-22-D-0001. The scope includes consumable and depot-level repairable (DLR) spare parts, as well as ancillary services like programmatic supply chain forecasting and management for the F135 Engine.

Currently, approximately 3,500 non-NSN engine components are sole source to Pratt & Whitney (Raytheon Technologies). An additional ~435 DLA-managed common NIINs (detailed in the attached "Sources Sought NIIN List.xlsx") are included for holistic forecast management, though they will likely remain supported through independent acquisitions.

Evaluation

This notice is for information and planning only. The Government intends to solicit and negotiate with only one source (Raytheon Technologies, Pratt & Whitney Military Engines) under FAR 6.302-1. Responses from other interested parties will be used to determine if a competitive procurement is feasible for items currently deemed sole source to Pratt & Whitney. The Government reserves the right to change its acquisition strategy based on responses.

Response Requirements

Respondents must provide company information (name, address, CAGE, POC, phone, email, URL, business type, U.S./Foreign owned, prime/subcontractor interest) and address their capability to comprehensively support the objectives, including direct-to-Global Spares Pool (GSP) logistics. Specific experience with F135 Engine spare parts, non-provisioned material, access to proprietary engineering/logistics data for ~3,500 items, transition plans, and willingness to provide long-term pricing and Certified Cost or Pricing Data are required.
