Scope of Work
The government seeks information from vendors capable of providing three distinct, new, commercial-off-the-shelf (COTS) material packages for repairing and fortifying the cooling water system within the Mission Delta 4 (MD4) Restricted Area (RA). Materials must be delivered to Buckley Space Force Base no later than 3 days after receipt of order.
- ITEM 0001: Elbow and Pipe Repair Package: Includes various sizes (3" to 10") of carbon steel pipe repair clamps (straight, 90-degree, and 45-degree elbows). Clamps must withstand a minimum of 60 PSI water pressure, be internally 3-Layer Polyethylene (3LPE) coated, and comply with ASME PCC-2, ISO 24817, and ASME B13 standards.
- ITEM 0002: Pipe Freezing Kit: A liquid CO2-based kit for freezing stationary water and creating in-line ice plugs. Must operate at -109°F or colder, support pipes from 3/8-inch to 10 inches in diameter, and include necessary components like high-pressure hoses (min. 16 ft) and adapters. Compliance with ASME PCC-2, ISO 24817, and/or ASME B13 standards is required.
- ITEM 0003: Carbon Fiber Composite Reinforcement Package: A field-saturated composite system using carbon fiber cloth, epoxy, and filler for sealing steel pipe leaks on cooling water lines. It must be effective up to 200°F, have a cured ply thickness of at least 0.0105 inches, and comply with ASME PCC-2, ISO 24817, and/or ASME B13 standards.
