Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure the serviceability of portable fire extinguishers within facilities maintained by the 819th Red Horse Squadron (RHS) at Malmstrom Air Force Base, Montana, preventing deterioration and ensuring operational readiness.

• Furnish all necessary technicians, equipment, tools, labor, materials, and supplies for fire extinguisher service.

• Perform services in accordance with National Fire Protection Association (NFPA) 10, OSHA 29 CFR 1910.157, and manufacturer requirements.

• Service an estimated 258 extinguishers annually, located within 819 RHS maintained facilities.

• Tasks include:

  • Inspection: Thorough examination according to referenced standards.
  • Maintenance: Comprehensive examination including necessary repairs, recharging, hydrostatic testing, or replacement.
  • Recharging: Replacement of extinguishing agent and expellant.
  • Six-Year Complete Maintenance: Periodic emptying and servicing every six years.
  • Hydrostatic Testing: Department of Transportation (DOT) approved testing for extinguishers in service for 12 years or more, or not tested in over 12 years.

• Location: 819 RHS maintained facilities at Malmstrom Air Force Base, Montana.

• Scheduling: Contractor to coordinate with 819 RHS Plans and Programs office and OSM at least 10 business days prior to commencing work. Semi-annual servicing schedule is indicated in Appendix A.

• Qualifications: Contractor must be a licensed, experienced firm, compliant with Montana State and NFPA criteria, and possess a current Montana Department of Commerce license. Proof of license and factory authorized training for employees is required.

• Base Access: Requires submission of an Entry Authorization List (EAL) for all personnel and vehicles. Security clearance takes a minimum of five business days.

• Reporting: Submit invoices via Wide Area Workflow (WAWF) and provide Contractor Service Inspection Reports to the 819 RHS OSM and Plans and Programs office within five business days of service.

• Safety & Environmental: Comply with all applicable OSHA, NFPA, Federal, State, and Local regulations. Develop and maintain a Quality Control Plan. Hazardous material handling and spill response procedures must be followed.

• Government Furnished Property: No facilities or storage space will be provided by the Government.
