Purpose & Scope
The FARM III effort aims to support the critical research, development, test, and evaluation mission at AEDC by acquiring specialized construction and engineering services. Work will primarily be performed at Arnold AFB, TN, and other AEDC GSUs in California, Maryland, and New Mexico. Projects will cover:
- Mechanical Systems: Including high-pressure piping, large pressure vessels, chillers, and steam distribution.
- Electrical Systems: Such as medium voltage switchgear, transformers, and motor control centers.
- Instrumentation, Data, and Control (ID&C) Systems: Including PLC-based industrial controls and secure control systems.
Contract Details
- Contract Type: Multiple-Award, Firm-Fixed-Price (FFP) IDIQ.
- Number of Awards: Target of eight contracts.
- Total Estimated Value: Not to exceed $900 Million over the life of the contract.
- Period of Performance: Eight years total (three-year base period, one three-year option, and one two-year option).

Key Requirements
Offerors must demonstrate bonding capacity of $50M for a single project and $100M in aggregate. A Small Business Subcontracting Plan is mandatory for Other Than Small Business (OTSB) offerors. Compliance with Joint Certification Program (JCP) and Cybersecurity Maturity Model Certification (CMMC) will be implemented via task orders. Project Labor Agreements (PLAs) will be required for projects over $35M, unless an exception applies. Offerors must submit up to 20 work samples.
Evaluation & Award
This is a competitive best value source selection utilizing the Highest Technically Rated Offeror (HTRO) method. Proposals will be evaluated based on two factors: Work Sample Evaluation and Small Business Participation. A minimum validated HTRO score of 12,000 points is required for eligibility. Small Business Participation will be rated as "Acceptable" or "Unacceptable," with an "Unacceptable" rating leading to an unawardable proposal. Cost/Price will not be evaluated at the IDIQ award level but will be a significant factor for individual Task Order awards, which may use LPTA or best-value tradeoff methods. Offerors must self-score their proposals using the provided HTRO Scoring Matrix, which will be validated by the Government.
