Fabricate and Install New Structural Steel Flooring System at the Watervliet Arsenal, NY

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the design, materials, installation, workmanship, fabrication, assembly, erection, inspection, quality control, and testing of a new structural steel flooring system required to support manufacturing equipment in Building 35 at the Watervliet Arsenal (WVA).

• Replacement of an existing plating system with a new metal flooring system and substructure capable of supporting equipment weighing over 18,000 pounds.

• The footprint requiring replacement is approximately 280 square feet (28’ L x 10’ W).

• Removal and offsite disposal of existing plating.

• Replacement of any removed conduit/plumbing in accordance with manufacturer’s specifications and industry standards.

• Design and erection drawings must be submitted for review and approval by a registered professional structural engineer in New York.

• Shop drawings must be submitted for approval prior to manufacture.

• The new flooring system shall be painted with an appropriate primer basecoat (1 coat) and flat grey topcoat (2 coats) to match surrounding surfaces.

• All welding must comply with AWS D1.1/D1.1M.

• The project is a "turn-key" installation, including structural steel flooring, primer, and paint.

• Flooring must be load tested and certified by qualified personnel.

• All work must be completed in accordance with applicable codes (IBC, AISC, AWS, ASTM, SSPC, UFC, EM 385-1-1, OSHA, NEC, NFPA), with the most restrictive code applying in case of conflict.

• Contractor is responsible for quality control, including subcontractors and suppliers.

• A one (1) year warranty is required for any part of the installation that fails due to defective material, workmanship, or failure to follow the scope.

• Location: Minor Heat Treat Bldg. 35, Watervliet Arsenal (WVA).

• All personnel must be confined space certified and provide proof of certification to WVA. The Contractor is responsible for maintaining their confined space permit and submitting it daily.

• Contractor is responsible for verifying floor sufficiency to support equipment.

• Contractor is responsible for the Control of Hazardous Energy (Lockout/Tagout).

• Site visit is highly suggested.

• Materials and equipment must be new and industrial standard, NEC code compliant.

• All hydraulic installation work must be high quality, safe, durable, complete, and fully functional.

• Contractor must provide AWS D1.1/D1.1M qualified welders and AWS-certified welding inspectors.

• Contractor must provide certifications for welders and welding inspectors.

Solicitation / RFP / RFQ

This solicitation is for the "Minor Heat Treat Flooring System Fabrication" at the Watervliet Arsenal, Building 35. The project involves the design, materials, installation, workmanship, fabrication, assembly, erection, inspection, quality control, and testing of a new structural steel flooring system to support manufacturing equipment.
