Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Institute of Standards and Technology (NIST) is soliciting quotations for Fabry Perot Open Resonators (FPOR) and microwave components for its Boulder, Colorado campus. This requirement supports the NIST CHIPS program by enabling traceable complex permittivity measurements up to 330 GHz. This is a Total Small Business Set-Aside acquisition. Quotations are due by March 27, 2026, at 10:00 AM EDT.
Scope of Work
NIST requires the provision of new, non-experimental equipment, including a 1-year warranty. The required items are:
- D-band Waveguide Fabry Perot Resonator (110 GHz - 170 GHz) - Quantity: 1
- G-band Waveguide Fabry Perot Resonator (140 GHz - 220 GHz) - Quantity: 1
- J-band Waveguide Fabry Perot Resonator (220 GHz - 330 GHz) - Quantity: 1
- Coaxial Fabry Perot Resonators (10 GHz - 130 GHz) - Quantity: 1 (with 1mm (f) coaxial ports, in an enclosure)
- Two-channel precision SMU (10 fA resolution, 210 V, 3A DC, 10.5A Pulse) - Quantity: 2
- Single-channel precision SMU (1 pA resolution, 21 V, 1.5 A) - Quantity: 3
All equipment must be new, in original manufacturer's packaging, with all documentation and software. The D-band, J-band, and G-band resonators will be used simultaneously in an automated setup, accommodating 35 x 45 mm coupons, and require a single software license. The broadband coaxial FPOR will use a different setup, accommodating 90 x 90 mm coupons, and requires a separate software license.
