Scope of Work
The contractor will provide technical support across several critical areas:
- Environmental Compliance: Covering air, wastewater, stormwater, hazardous waste, chemical inventories, ozone depleting substances, fuel storage tanks, soil and groundwater, and drinking water.
- Planning and Resiliency: Including NEPA, cultural resources, master planning, and project planning.
- Incident Response and Recovery: Support for environmental releases and CBRN attacks.
- Natural Resources Management: Regulatory compliance and habitat assessment.
- Outreach and Event Planning: Communications, training, and event support.
Contract Details
- Type: Firm Fixed Price IDIQ
- Duration: One 12-month Base Year, plus four 12-month option years, and one 6-month extension period.
- Estimated Value: Maximum contract value of $50,000,000.00.
- Place of Performance: Primarily DoD facilities in the National Capital Region (NCR), including the Pentagon, Mark Center, DHHQ, and Raven Rock Mountain Complex (RRMC).
- Set-Aside: Total Small Business Set-Aside (FAR 19.5).
Key Requirements & Evaluation
- Security Clearance: Both prime and subcontractors must possess a current/active DoD Industrial Facility Security Clearance at the SECRET level or above by the proposal due date (PASS/FAIL). Contractor personnel also require a Secret clearance.
- CMMC: CMMC Level 2 (Self) is required at proposal submittal and throughout the contract.
- Key Personnel: Specific education, experience, and security clearance requirements are defined for roles such as Program Manager, SME Engineers/Scientists, Senior Scientists/Engineers, and Mid-Level Scientists. Contingent hires are permitted with letters of commitment.
- Past Performance: The government will consider projects over $5 million demonstrating similar scope, size, and complexity. Prime contractor experience is weighted more heavily.
- Evaluation Factors: Proposals will be evaluated on a PASS/FAIL basis for Security & Key Personnel, then on Factor I - Past Performance (more important than Price), and Factor II - Price.
