Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Aeronautics and Space Administration (NASA)/NSSC intends to award a sole source contract for a FAR SpectroPyrometer to RALPH A. FELICE, INC. This procurement is justified under FAR 12.102(a), as RALPH A. FELICE, INC. has been determined to be the sole provider. The system is required for high-temperature materials research at NASA Glenn Research Center (GRC). Interested organizations may submit capabilities to challenge this sole source determination by April 15, 2026.
Scope of Work
NASA GRC requires one (1) SpectroPyrometer unit (Model FMPI) as a direct, drop-in replacement for existing units. Key specifications include:
- Temperature Range: 300 - 2000°C (572 - 3632°F) with 0.1°C resolution.
- Functionality: On-line tolerance, signal strength (emissivity), spectral and total emissivity correction, absorption (offgas) compensation, and integrated laser for aiming.
- Data Handling: Continuous or operator-demand measurement, analog temperature output (0 – 10 VDC), results printed to screen and logged in non-volatile memory, raw data savable for later analysis.
- Components: Integrated Windows PC, fixed-focus lens assembly (16 inches to 20 ft focal length, default 28 inches), 5-meter armored fiberoptic cable.
- Support: Data analysis for the first 30 days after purchase.
