Scope of Work
This opportunity requires the acquisition and delivery of various dairy products, including:
- Milk: Pasteurized, whole, no flavor, 236.6 ml (8 fl oz) aseptic package or plastic bottle. Approximately 500,500 units are required.
- Cottage Cheese: Cultured or acidified, low fat (2%), fat-free, or no salt added. Small or large curd, unflavored, in 5lb tubs. Must have at least 60 days shelf life upon delivery and be delivered weekly.
- Sour Cream: Pasteurized, reduced fat, low-fat, or nonfat. No flavor, in 5lb containers. Must be delivered weekly. All items must comply with Federal, State, and local regulations, including allergen labeling. No specification substitutions are accepted. Deliveries are expected Monday-Friday, 6:30 AM to 1:30 PM, during the first month of the quarter, and must be palletized with strict temperature controls (34-40°F for non-frozen perishables, 0°F or below for frozen). Full delivery must be completed by September 30, 2026.

Submission & Evaluation
Offerors must submit quotes via email to b7baker@bop.gov. Quotes must be submitted using the attached Excel sheet format; other formats and handwritten bids will be rejected. Evaluation will be based on best value, considering price, technical acceptance, and past performance, with past performance being approximately equal in value to price. Poor past performance may lead to a vendor being deemed non-responsible. Offerors must be registered in SAM.gov with complete representations and certifications at the time of quotation and include their Unique Entity ID. Award may be made without discussions.
