This amendment to the solicitation makes the following changes:

• Site Visit Scheduled: A site visit is scheduled for March 18, 2026, at 9:00 AM MDT.
• Quotation Due Date Extended: The deadline for submitting quotations has been extended to March 25, 2026, at 2:00 PM MT.
• NCIC Forms Deadline: All NCIC Background Investigation Forms must be submitted by March 13, 2026, at 10:00 AM CDT. These forms should be sent via email to JOSHUA WHITE at JX7WHITE@BOP.GOV.

• The solicitation closing date and time have been extended.

• The deadline for submitting offers (quotations) has been extended to March 25, 2026.

Form / Attachment / Pricing Sheet

This document is a "Criminal History Check" form required by the U.S. Department of Justice, Federal Bureau of Prisons. Statement of Work (SOW)

To procure, deliver, and install a new Heat Exchanger for the current Patterson Kelley Boiler at the Federal Correctional Institution Englewood, Littleton, Colorado.

• Procure, supply, and install a new Patterson Kelley Heat Exchanger (Model C-1050LNX, SN-W830-20-15308A or equal).

• Remove the existing heat exchanger.

• Supply all necessary hardware and equipment for the installation.

• Test the new boiler and components to demonstrate system functionality upon completion.

• The FBOP staff will dispose of the old heat exchanger and ensure contractor access.

• Contractors must perform work with minimal interference to FBOP operations.

• Delivery and installation at Federal Correctional Institution Englewood, 9595 W. Quincy Avenue, Littleton, CO 80123.

• Equipment must be Patterson Kelley or an equal product. If an equal product is proposed, technical specifications must be submitted for analysis and government determination of acceptance.

• The FBOP will provide minimal electricity (120V), restroom services, and water. The contractor must provide all other necessary supplies and materials.

Wage Determination

This document is a Wage Determination issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division. It establishes minimum wage rates and fringe benefits for various occupations in Colorado, specifically for the counties of Adams, Arapahoe, Broomfield, Clear Creek, Denver, Douglas, Elbert, Gilpin, Jefferson, and Park.

• Applicability: This wage determination applies to contracts covered by the Service Contract Act.
• Occupational Listings: The document provides a comprehensive list of occupations with corresponding minimum hourly wage rates. These include administrative support, clerical, automotive, food preparation, furniture maintenance, general services, health, information technology, instructional, laundry, machine tool operation, materials handling, mechanics, transportation, and miscellaneous occupations.
• Fringe Benefits: All listed occupations receive specific fringe benefits, detailed as follows:
  • Standard: $5.55 per hour, up to 40 hours per week, or $222.00 per week or $962.00 per month.
  • EO 13706 (Paid Sick Leave): $5.09 per hour, up to 40 hours per week, or $203.60 per week, or $882.27 per month. This rate applies when compensating employees for performance on an SCA-covered contract also covered by EO 13706.
• Paid Sick Leave (EO 13706): Employees receive 1 hour of paid sick leave for every 30 hours worked, up to 56 hours per year. This leave can be used for personal illness, injury, or health-related needs, or to assist a family member.
• Vacation: Employees are entitled to paid vacation based on years of service: 2 weeks after 1 year, 3 weeks after 5 years, and 4 weeks after 15 years.
• Holidays: A minimum of eleven paid holidays per year are provided.
• Footnotes and Special Provisions:
  • Computer Employees: The determination may not apply to exempt computer professionals as defined by the Fair Labor Standards Act. A conformance may be necessary for nonexempt employees in these job families.
  • Air Traffic Controllers and Weather Observers: Specific provisions for night pay (10% differential) and Sunday pay (25% premium) apply.
  • Hazardous Pay Differential: An 8% differential applies to positions involving high-degree hazards with ordnance/explosives. A 4% differential applies to positions with lower degrees of hazard.
  • Uniform Allowance: Contractors must furnish uniforms or reimburse employees for their cost, including maintenance ($3.35 per week or $.67 per day), unless uniforms are "wash and wear" and do not require special cleaning.
• Conformance Process: Procedures are outlined for classifying and determining wage rates for service employees not listed in the determination.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services to procure the supply and installation of a new heat exchanger for the existing Patterson Kelley C-1050LNX boiler at the Federal Correctional Institution (FCI) Englewood in Littleton, CO. The contractor will be responsible for removing the old heat exchanger, supplying and installing a new Patterson Kelley (or equal) heat exchanger, and testing the new unit to ensure full operational functionality. The government will dispose of the removed heat exchanger.

• Removal of the existing heat exchanger.

• Supply of a new Patterson Kelley (or equal) heat exchanger.

• Installation and testing of the new heat exchanger.

• All equipment must meet or exceed the performance characteristics of the existing Patterson Kelley system. If an "equal" product is proposed, full technical specifications must be submitted for government review and acceptance.

• Furnish all labor, materials, tools, hardware, and equipment necessary for completion.

• Contract Type: Firm-Fixed-Price (FFP).

• Period of Performance: Anticipated award in March 2026, with performance commencing on the Effective Date of Award (EDOA).
