Request for Information (RFI)

This RFI is issued by the U.S. Navy's Forward Deployed Regional Maintenance Center (FDRMC) to gather information and assess the capabilities of potential sources for engineering, technical, programmatic, and analytical support services. The FDRMC is located in Naples, Italy, with detachments in Manama, Bahrain, and Rota, Spain. This is a market research tool and not a solicitation for proposals; no contract will be awarded from this announcement.

The FDRMC requires personnel support in the following areas:

• Engineering Technicians (e.g., Mechanical Auxiliary, Marine Gas Turbine, Combat Systems-CANES/Afloat Network, Combat Systems-SPY, METCAL Program)
• Naval Architect
• Additive Manufacturing Technician
• Depot and Intermediate Maintenance Support/Production Controllers (e.g., D Level Planner, IMA Planner, Dive Planner, Fleet Technical Assistance Integrator)

A draft Performance Work Statement (PWS) is provided for further details.

• Primary locations: FDRMC Manama, Bahrain; FDRMC Naples, Italy; FDRMC Rota, Spain.

• Other OCONUS locations in the operational area of FDRMC and the 5th and 6th Fleets (e.g., Romania, Poland).

• Global deployment and Temporary Duty (TDY) as necessary for ship maintenance.

• Work may occur in office, industrial/shipyard environments, and on naval vessels.

• NAICS Code: 541330, Engineering Services (size standard $41.5 million)

• PSC: R425, Engineering and Technical Services

Estimated to commence around January 1, 2027, with a potential period of performance of up to five years, possibly through a five-year ordering period or a one-year base and option periods, including FAR clause 52.217-8 for an additional six months.

Interested businesses should submit a capabilities statement (max 10 pages) addressing:

• Full business name, address, POC, CAGE code, DUNS number.

• Business size and category (Large, Small, 8(a), HUBZone, etc.).

• Information on existing Government contract vehicles.

• Whether the company can act as a prime or subcontractor, including anticipated subcontracting percentages and subcontractor types.

• For small businesses, details on compliance with FAR clause 52.219-14 (Limitations on Subcontracting).

• Technical expertise and qualifications to support the scope, sites of performance (including simultaneous support), technical/engineering support, and Top Secret clearance requirements.

• Recommended contract type (e.g., IDIQ, FFP, Cost-Reimbursement).

• Any additional information required for proposal development and feedback on the draft PWS and procurement strategy.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing technical support services to the Forward Deployed Regional Maintenance Center (FDRMC) and various ships within its Area of Responsibility (AOR).

Services encompass engineering, logistical, and technical support for ship Hull, Mechanical, and Electrical (HM&E) and Combat Systems (CS). Key functional areas include:

• Engineering Technicians: Providing expertise in installation, maintenance, assessment, troubleshooting, repair, testing, training, and logistics support for ship systems. Specific roles include Mechanical Auxiliary, Mechanical Hydraulics, Marine Gas Turbine Inspector, Combat Systems Technician (SPY and CANES/Afloat Network), and METCAL Program Technician.

• Naval Architect: Offering expertise in assessment, troubleshooting, repair, testing, training, and logistics related to hull, structure, and coatings.

• Additive Manufacturing Technician: Producing parts/prototypes, developing designs, and supporting AM equipment.

• Production Support: Including roles like D-level Planner, IMA Planner, and Dive Planner, focusing on repair planning, estimating, material sourcing, and coordination.

• Fleet Technical Assistance Integrator: Providing direct engineering and technical integration support for Fleet Technical Assistance operations.

• Personnel must meet general and specific experience requirements, with a minimum of three years of "journeyman level" experience within the last five years for most roles.

• Security clearances (SECRET and TOP SECRET) are required for personnel.

• Contractor personnel must be fully capable of performing efficiently and reliably.

• Period of Performance: To be determined (See Schedule).

• Places of Performance: Primary locations include FDRMC Manama, Bahrain; FDRMC Naples, Italy; and FDRMC Rota, Spain. Other OCONUS locations within the operational area of FDRMC and the 5th and 6th Fleets are also included. Work may occur in office settings, industrial environments, or on naval vessels.

• Security: Personnel require SECRET or TOP SECRET clearances as specified. Access to SIPRnet is required.

• Personnel: Contractor personnel must meet specific experience and qualification requirements. Substitutions require equal or higher qualifications.

• Phase-In/Phase-Out: Contractor will be allowed access for familiarization and will coordinate with the follow-on contractor for a smooth transition.

• Deliverables: Include a Cumulative Monthly Report, Contractor's Personnel Roster, Other Direct Costs Report, and Trip/Travel Reports.

• Access: Compliance with host country access requirements, including visas and base access, is mandatory. Access to DoW facilities and IT systems requires appropriate background investigations and Common Access Cards (CACs).
