Quick Summary

The Department of the Navy's NAVSUP FLCSI Naples Shore Branch is conducting market research through this Sources Sought/RFI for FDRMC Technical Support Services. This effort seeks to identify qualified sources for engineering, technical, programmatic, and analytical support across multiple OCONUS locations. Capabilities statements are due by April 13, 2026, at 2:00 p.m. Naples, Italy time.

Purpose

This Request for Information (RFI) is issued by the U.S. Navy's Forward Deployed Regional Maintenance Center (FDRMC) to gather information and assess industry capabilities. This is a market research tool and not a solicitation for proposals; no contract will be awarded from this announcement. The government may consider issuing one or more solicitations in the future.

Scope of Work

The FDRMC requires personnel support in various technical areas, as detailed in the draft Performance Work Statement (PWS). Key roles include:

  • Engineering Technicians: Specializing in Mechanical Auxiliary, Marine Gas Turbine, Combat Systems (CANES/Afloat Network, SPY), and METCAL Program.
  • Naval Architect: Expertise in hull, structure, and coatings.
  • Additive Manufacturing Technician: For parts/prototypes and design development.
  • Depot and Intermediate Maintenance Support/Production Controllers: Including D-level Planner, IMA Planner, Dive Planner, and Fleet Technical Assistance Integrator. Personnel must meet specific experience requirements, typically a minimum of three years of "journeyman level" experience within the last five years.

Place of Performance

Primary locations include FDRMC Manama, Bahrain; FDRMC Naples, Italy; and FDRMC Rota, Spain. Support may also be required in other OCONUS locations within the operational area of the 5th and 6th Fleets (e.g., Romania, Poland), for global deployment, and Temporary Duty (TDY) to support ship maintenance operations. Work can occur in office settings, industrial/shipyard environments, and on naval vessels.

Anticipated Contract Details

  • Anticipated NAICS Code: 541330, Engineering Services (size standard $41.5 million).
  • Anticipated PSC: R425, Engineering and Technical Services.
  • Estimated Period of Performance: Commencing around January 1, 2027, for up to five years, potentially structured as a five-year ordering period or a one-year base with option periods, including FAR clause 52.217-8 for an additional six months.
  • Set-Aside: None specified. This is a follow-on requirement to contract N0018920F3045.

Key Requirements

Personnel will require SECRET or TOP SECRET security clearances and access to SIPRnet. Compliance with host country access requirements (visas, base access) and DoW facilities/IT systems (CACs) is mandatory.

  • Any additional information for proposal development and feedback on the draft PWS and procurement strategy.
