Scope of Work
The contractor will design, procure, and install a secure, scalable wired and wireless network infrastructure, including bed-level access and designated service areas, with all hosting in FedRAMP-High GovCloud environments. Key deliverables include durable, ruggedized, and secure 8-12 inch tablets with multi-factor biometric authentication, secure kiosks, and charging stations. Services encompass subscription-based access to educational modules, telehealth, legal, religious, communication, commissary ordering, electronic forms, digitally scanned mail, entertainment, social video visiting, and a digital law library. Compliance with FedRAMP, FISMA, Section 508, and DOJ cybersecurity directives is mandatory, including end-to-end encryption and role-based access controls. Vendors must not restrict data access to non-revenue generating applications. The solution requires AI-enabled analytics for intelligence gathering. The BOP will provide fiber connectivity at most institutions, but the contractor is responsible for labor and materials for 24-strand single-mode fiber at specific excepted locations and all horizontal copper cabling. The contract also incorporates the DOJ-09 Large Language Models clause.
Contract Details
This is a Firm Fixed-Price contract with a 48-month base period, followed by three 12-month option periods and one 6-month extension. The BOP does not intend to fund tablet purchases or infrastructure build-out; these costs are expected to be integrated into the vendor's inmate services pricing, with payment based on actual consumption/usage. The overall subcontracting participation goal is 36%, with specific allocations for Small Business (SB), Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB). No set-aside is specified for the prime contract.
Evaluation Factors
Proposals will be evaluated based on Technical, Past Performance, and Price, with Technical and Past Performance combined being significantly more important than Price. Evaluation will consider demonstrated ability to deploy infrastructure, compliance with wireless and wired standards, interoperability testing, SLA compliance, feature integration, security (FISMA, FedRAMP), and management/staffing plans. Past performance will be assessed on experience in large-scale IT solutions, meeting SLA targets, federal security compliance, and comparable project references.
