This document provides responses to vendor questions regarding the F2F MMHF Environmental Services solicitation, specifically addressing the Draft Performance Work Statement (PWS) and site visit information.

• Supplemental Documentation: The government will provide supplemental documentation such as base-specific plans and permits.

• LPTA Pricing: The government will not consider only basic tasks for LPTA pricing and award, as optional tasks may be awarded.

• Staffing Levels: The government will assess proposed staffing levels to ensure they meet PWS requirements.

• Site Visit Sign-in Sheets: The government will not provide site visit sign-in sheets.

• Facility Manager Role: The F2F contractor will not be assigned the facility manager role for specific buildings.

• Expired Hazardous Materials (HM): The government states there is no historical backlog of HM above typical shop generation, nor has expired HM been cited as a deficiency.

• Same-Day Waste Pickup: This is applicable if the SAP Manager notifies the contractor prior to 0800.

• RCRA Part HW Permit Renewal: Malmstrom AFB's RCRA Part HW Permit is not expected to be renewed during this contract.

• HWMPs and HW Contingency Plans: The government will provide copies of current plans and permits where updates would be required.

• SAP Follow-up Visits: Contractor is not responsible for extra visits; follow-ups will occur during routine visits.

• EASIER Entry: Contractor is not responsible for entering SAP inspection deficiencies into EASIER.

• HM Training Materials: Base-specific HM training materials currently exist for contractor use.

• Oil Filter Recycling Costs: Disposal costs for the Oil Filter Recycling task are not provided.

• Personnel Requiring HM Training: The number of personnel requiring HM training varies by base.

• EESOH-MIS Users: The number of EESOH-MIS users varies by base.

• HM Storage Facilities: The number of HM storage facilities requiring inspection varies by base.

• HM Storage Deficiencies: Contractor is not responsible for entering HM storage location inspection deficiencies into EASIER.

• EPCRA Tier II and TRI Reporting: The contractor is responsible for preparation and mining of data, but not submission of EPCRA Tier II and TRI reporting.

• HM On-site Support: Clarification on HM on-site support requirements is provided in the PWS.

• HM/HW Inspection Findings: Contractor will not input HM & HW inspection findings into EASIER.

• Transporting HW Off-installation: Contractors are not required to transport HW off-installation.

• Final PWS and Instructions to Offerors: Expected at the time of solicitation in Quarter 3.

• Q&A Period Extension: The government noted that the Q&A timeframe had closed out, and did not extend it.

• Supplemental Documentation: The government will provide all supplemental documentation, including base-specific reports, plans, and permits.

• Optional Tasks Pricing: The government will not consider only LPTA pricing for basic tasks if optional tasks are not awarded.

• Technical Approach Evaluation: The government will assess proposed staffing levels for sufficiency to meet PWS requirements.

• Site Visit Sign-in Sheets: Sign-in sheets from site visits will be provided.

• Hazardous Waste (HW) Contract Support:

  • The F2F contractor will not be assigned the facility manager role for specific buildings.
  • There is no historical backlog of expired HW beyond typical shop generation, nor has expired HW been cited as a deficiency.
  • Same-day waste pickup applicability varies by base (MAFB: 3-day notice, MHAFB: 72 hours, FAFB: based on daily work, same-day anticipated).
  • Malmstrom AFB's RCRA Part HW Permit is not expected to be renewed during this contract.

• Hazardous Waste Management Plans (HWMPs) & Contingency Plans: Copies will be provided.

• Satellite Accumulation Point (SAP) Follow-up: Contractors are not responsible for extra SAP follow-up visits; routine visits will allow extra attention.

• EASIER System Entry: Contractors are not responsible for entering SAP or HM storage location deficiencies into EASIER.

• Oil Filter Recycling: Disposal costs for this task are none.

• Training Materials: Base-specific HW training materials and general training materials for contractor usage are available.

• Reporting: The contractor is responsible for preparing and mining data for EPCRA Tier II and TRI reporting, but not for submission.

• Plans and Permits: Current plans and permits where updates would be required will be provided.

• The Q&A period has closed.

• The final PWS and Instructions to Offerors are expected at the time of solicitation in Quarter 3.

• Offerors should refer to the Instructions to Offerors regarding the process for asking questions after the final solicitation is issued.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Environmental Services to support the Air Force Civil Engineering Center/Environmental Restoration (AFCEC/CZ) mission. The primary goal is to provide comprehensive environmental compliance support activities.

The contractor will provide a range of environmental services, including but not limited to:

• Hazardous Waste (HW) Program support

• Hazardous Material Management

• Environmental Sampling and Analysis

• Air Quality monitoring and reporting

• Wastewater and Stormwater management

• Solid Waste Management

• Pollution Prevention

• Environmental Management Systems (EMS) support

• Petroleum Oil and Lubricants (POL) management

• Storage Tank Environmental Compliance

• Toxic Substances Control Act (TSCA) compliance

• Cultural Resources support

• Outreach (Regulatory-Driven)

• Period of Performance: Base Year (09/01/2026 - 4/30/2027) with four optional years extending to 4/30/2031.

• Place of Performance: Malmstrom AFB, Mt. Home AFB, and Fairchild AFB. Telework may be permitted with COR approval.

Performance standards and metrics are detailed throughout the PWS, particularly in Table 1, which outlines the Summary of Requirements for each base. The contractor's proposed amounts will be evaluated for sufficiency and appropriateness.

• The contractor must adhere to all applicable federal, state, and local laws and regulations, as well as DoD and DAF directives.
• Contractor personnel must possess appropriate certifications and training.
• Coordination with installation CE Environmental Media Program Managers (MPMs) is required.
• The contract type is a firm-fixed price labor hour and time and materials hybrid contract.
• Operating hours are generally 08:00 AM - 3:00 PM, Monday-Friday, with specific work hours between 6:30 AM and 5:00 PM, including a 30-minute lunch break.
