This solicitation seeks proposals for Portable Latrine Rental and Related Services. • Specific minimum requirements include: at least one pumper truck with a 3,000-gallon capacity, a vehicle capable of transporting latrines in rural Alaskan terrain (max 12,000 lbs GVW, 4-wheel drive), availability of at least 150 portable latrines, and at least 20 handicapped accessible latrines.

• Contract Type: Firm-Fixed-Price (FFP) Requirements Contract.

• Period of Performance: Base year from 01 June 2026 to 31 May 2027. Option years extend performance through 31 May 2030.

• Ordering Period: 01 June 2026 through 31 May 2030.

• Maximum Order Limitation: $350,000.00 for a single item.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide safe, sanitary, healthy, and reliable portable latrine rental and related services to the United States Army 11th Airborne Division and Directorate of Public Works (DPW) at Fort Wainwright, Alaska, supporting operations at Fort Greely and Donnelly Training Area.

• Rental, delivery, set-up, pumping, cleaning, refill, restock, dismantling, pickup, and relocation of portable latrines.

• Pumping and cleaning of latrine vaults, grey water containers, and black water containers/bags.

• All portable latrines must be clean, serviceable, and in complete working order upon delivery.

• Services must comply with all local, state, and federal laws and regulations.

• Performance will be rated based on inspection scores (90% or above is acceptable).

• Acceptable performance is rated as Satisfactory, Very Good, or Exceptional.

• Unacceptable performance (below 90% or incomplete work) is rated as Marginal or Unsatisfactory.

• Surveillance will be conducted via 100% inspection by a Government Representative.

• Period of Performance: One base year with three option years (June 1, 2026 - May 31, 2030).

• Place of Performance: Alaska, primarily at Fort Greely (FGA) and Donnelly Training Area (DTA), with potential expansion within the FGA/DTA region.

• Non-personal services contract.

• Contractor must provide all personnel, equipment, supplies, and services.

• Contractor must develop and maintain an effective Quality Control Plan (QCP).

• Contractor personnel must comply with installation security procedures and maintain proper identification.

• Contractor vehicles must be registered and clearly marked.

• Adherence to safety regulations, including OSHA and ESOH requirements.

• Specific requirements for latrine types (heated, non-heated, handicap), including features like hand sanitizer dispensers and tissue dispensers.

• Delivery verification required 24 hours in advance.

• Pumping and cleaning of latrine vaults and septic tanks from May 15 to September 15.

• Emergency services may be required with a 2-4 hour response time.

• Invoicing must be submitted via Wide Area Work Flow (WAWF).
