Statement of Work (SOW) / Performance Work Statement (PWS)

To provide field services, including portable toilets and hand washing stations, to support the 2nd Infantry Brigade Combat Team (IBCT) of the Pennsylvania Army National Guard (PA ARNG) during their training at Fort Drum, NY.

• Provide all necessary personnel, equipment, tools, materials, and supervision for field services.

• Supply and maintain portable toilets, hand washing stations, and grey water tanks at designated training areas.

• Ensure portable toilets are stocked with toilet paper and serviced every other day.

• Ensure hand washing stations are serviced every other day.

• Pump (remove waste), clean, and stock portable toilets and hand washing stations as indicated in Technical Exhibit 3.

• Pump grey water tanks as indicated in Technical Exhibit 3.

• Provide emergency sanitation services as directed by the Contracting Officer (KO) or Contracting Officer Representative (COR), including additional cleaning/servicing, relocation of units, or delivery of additional units.

• Respond to emergency service requests within 8 hours of notification.

• Relocate requested units within 8 hours of notification, ensuring proper placement, leveling, and securing.

• All equipment must be operational and running no later than 2100 on the day prior to the scheduled training dates.

• Equipment failure must be repaired within 24 hours of the reported incident.

• Portable toilets and hand washing stations must be serviced every other day.

• Waste removal, cleaning, and stocking must be performed as shown in Technical Exhibit 3.

• Performance will be evaluated based on the standards outlined in the Performance Requirements Summary (Technical Exhibit 1).

• Acceptable Quality Level (AQL) is 100% of the time for all services.

• Period of Performance (PoP): 26 May 2026 through 17 June 2026 (23 days).

• Place of Performance: Field training areas at Fort Drum, NY.

• Contractor employees must comply with all installation regulations, including fire, traffic, safety, and security.

• Contractor employees must carry proper identification and be subject to checks.

• Contractor must safeguard all Government property.

• Contractor must comply with Combating Trafficking in Persons policy.

• Contractor must manage Organizational Conflicts of Interest (OCI).

• The contractor shall designate a Contract Manager (CM) who will be the Dining Facility Manager (DFM).

• Contractor personnel must clearly identify themselves as contractors and wear identification badges.

• Applicable publications and forms are listed in the PWS.
