Opportunity Details

The MTN is expected to support autonomous operations, onboard processing, and extended mission duration capabilities through 2035 and beyond. The contract will be performed offsite at the Contractor’s facilities.
Scope of Work
The requirement includes:
- Core Requirement: Delivery of the MTN spacecraft(s) and associated data and ground systems, culminating in a pre-ship review. Hardware delivery is required no later than December 31, 2028, with full operational readiness by the end of calendar year 2030.
- Optional Requirements: Launch Services, Integration, On-Orbit Commissioning, and five (5) years of Mission Operations.
- IDIQ Component: Time and Materials (T&M) task orders for Engineering Analyses to support design confidence, planning, and feasibility studies. Key technical requirements include compatibility with the Deep Space Network (DSN), specific link requirements (X-band, Ka-band DWE, UHF Legacy Proximity), operational lifetime, data rates, and cybersecurity. Government Furnished Property (GFP) such as Electra UHF Transceiver units and Ground Support Equipment (GSE) will be provided.

Eligibility & Submission
Offerors must meet specific eligibility requirements mandated by 51 U.S.C § 20306, including demonstrating:

- NASA funding in FY2024 or FY2025 for commercial design studies for Mars Sample Return.
- Proposal of a separately and independently launched Mars telecom orbiter for Mars Sample Return.
