This document contains questions submitted by potential vendors and the government's responses regarding an upcoming Request for Proposal (RFP) for a financial reporting application.

• Requirement Type: This is a new requirement, not a continuation of existing services. The goal is to replace the current financial reporting application with a solution for analyzing transactional accounting and budget data.
• Cloud Requirements: While Azure GovCloud is mentioned, the primary requirement is FedRAMP authorization. Solutions in other FedRAMP High authorized federal cloud environments will be considered if they meet security and compliance needs.
• Capability Statement Page Limit: The page limit for the Capability Statement has been increased to 5-10 pages. Cover pages, title pages, tables of contents, and disclosure legends are excluded from this limit. Acquisition Strategy and Pricing can be provided as separate sections without specific page limits.
• Solution Architecture: The government is undecided on a single integrated platform versus a composable architecture and will determine this post-RFI.
• Timeline: The RFP is tentatively scheduled for release in late summer, with an award goal before or by the first quarter of FY27. Implementation is expected to begin in FY27.
• Demonstrations: Vendors will be down-selected for demonstrations after the RFI review stage. Vendors may use mock data for demonstrations.

These clarifications provide important details on technical requirements (cloud), submission guidelines (page limits, separate sections), and the procurement timeline, which bidders should consider when preparing their responses.

Statement of Work (SOW) / Performance Work Statement (PWS)

The United States Capitol Police (USCP) requires a modern, integrated financial reporting system to establish a unified, enterprise-wide platform. This system aims to enhance real-time financial planning, execution, and reporting, consolidating disparate data sources to provide timely insights for decision-making, compliance, and strategic budget formulation.

• Data Management: Integration, modeling, and repository services for financial data.

• Planning & Forecasting: Capabilities for planning, budgeting, forecasting, and scenario modeling.

• Reporting & Analytics: Real-time dashboards, analytics, and self-service reporting.

• Workflow & Governance: Automation of PPBE workflows, strengthened governance, audit trails, and role-based access.

• Platform Operations: Deployment, performance, and scalability, including 24x7x365 monitoring and 8x5 Tier-2 support.

• Support Services: Training, documentation, change management, and security/compliance management.

• 8x5 support for most services, with 24x7x365 monitoring for platform deployment, performance, scalability, and security/compliance.

• The system must provide integrated, fully auditable data management with drill-back and drill-through capabilities.

• Embedded business intelligence for evaluating financial and operational performance.

• The Period of Performance (POP) is to be determined by the contractor, who may propose a theoretical schedule.

• The solution must be deployable within Microsoft Azure GovCloud.

• The solution must be FedRAMP authorized.

• Compliance with OMB A-11, A-123, FISMA, and USCP internal policies.

• Support for multi-year tracking, oversight dashboards, GAO/OIG needs, predictive modeling, and bidirectional payroll sync.

• Integration with ERP, payroll, Human Resources, Office of Information Systems, and operational inputs.

Request for Information (RFI)

This RFI seeks information from potential providers regarding modern financial reporting, planning, and analytics solutions for the United States Capitol Police (USCP). The goal is to consolidate data, automate workflows, improve transparency, and enhance audit readiness. The USCP's current systems are fragmented and rely on manual processes, hindering financial planning and execution.

• PPBE-aligned budget formulation and execution support.

• Modern reporting, dashboards, and financial analytics.

• Integration with core operational and ERP systems.

• Compliance and audit functionality (risk registers, mitigation workflows).

• Scalable, high-performance architecture.

• Advanced analytics (financial attributes, complex filtering, large data volumes).

• AI-enabled forecasting, anomaly detection, and workflow automation.

• Proven experience in providing requested solutions.

• Certification of compliance with Buy American Act (BAA) or Trade Agreements Act (TAA).

Respondents must submit a Capability Statement (1-5 pages) addressing:

1. Company Overview: Experience in financial management, reporting, budgeting, accounting, and analytics systems, especially with federal agencies.
2. Relevant Experience: Implementation/support of financial systems, federal financial management standards, and examples of deployed solutions with measurable improvements.
3. Service Capabilities: Technical support, system maintenance, user assistance, core financial functions support, integration capabilities, and features aligned with RFI objectives.
4. Technology and Integration: Data handling/security protocols, mobile app updates, integration into USCP systems, analytics dashboard examples, and customization ability.
5. Deployment and Support: Integration/deployment speed, concept of operations, required personnel, change management, and training.

• Respondents are asked to recommend acquisition strategies and discuss innovative contracting methods.
• Pricing information may be submitted but is not required.

Downselected vendors will be notified one week after the response due date and will be scheduled for a 75-minute demonstration (60 min presentation, 15 min Q&A).
