• Target Species: Control of all woody stem plant species, including but not limited to Chinese privet, Bradford pear, persimmon, mimosa, and sweet gum.

• Application Method: Ground application of approved herbicides and adjuvants. Methods may include basal spray, injection, or foliar application. Removal of leaf litter may be required for effective basal treatment of larger trees.

• Coverage: 100% of targeted vegetation.

• Control Rate: 95% control of all vegetation 30 days post-treatment.

• Re-treatment: Required at contractor's expense if the 95% control rate is not met.

• Initial Treatment: To be completed within 45 calendar days after July 1, 2026.

• Full Completion: By September 30, 2026, including any necessary re-treatments, final inspection, and billing.

• Re-treatment Window: A minimum of 30 days must pass after the initial treatment before re-treatments are performed to assess results.

• Acceptance Criteria (AC): 95% control rate achieved 30 days post-treatment.

• Reporting: Frequent reporting of progress and expenditures, including a Universal Daily Progress Report (U-DPR) documenting treatment details, herbicide usage, and work hours. Final reporting includes total herbicide volume, species treated, and infested acres.

• Inspections: Government representative will conduct periodic and a final inspection 30 days post-treatment.

• Herbicide Approval: Only herbicides approved through the FWS Pesticide Use Proposal process are permitted.

• Licensing & Certification: Contractor personnel must be appropriately licensed and certificated. Alabama State Commercial Pesticide Applicator license is required. Crew supervisors must hold a valid Alabama license for aquatic and/or natural areas categories.

• Safety: Public safety must be ensured. Spill response kits are required. Contractor is responsible for any fines or penalties for herbicide contamination.

• Environmental Protection: Avoid damage to non-target vegetation, native wildlife, and sensitive archaeological sites. Avoid disturbance and impacts to native wildlife.

• Equipment: Contractor must provide all necessary equipment, including mixing and loading equipment, water, and safety items. No heavy equipment is allowed within treatment units.

• Personnel: Ground crews must consist of one supervisor and up to six crew members. Supervisors must have recent experience in similar operations.

• Communication: Contractor must provide USFWS with contact information for ground personnel and vehicles 48 hours before project implementation. Refuge Manager must be notified 48 hours prior to any chemical application.

• Data Rights: All documents and materials produced are Government-owned.

• Contract Type: Fixed price - cost per acre.
