This solicitation is for the U.S. Coast Guard, Operational Logistics Command (LOG-9), Regional Contracting East (LOG-95) to acquire services related to fire sprinkler systems. The acquisition is being conducted under Federal Acquisition Regulation (FAR) Part 12 procedures and is set aside 100% for small businesses. The North American Industry Classification System (NAICS) code is 561210 with a size standard of $47 Million.

The solicitation requires offers to address their proposed method for accomplishing tasks outlined in the Statement of Work (SOW), demonstrating a thorough understanding of the requirements and a successful approach to providing them. Key areas include:

• Maintenance Approach: This includes quarterly, annual, monthly, and semi-annual inspections and tests for sprinkler and standpipe systems, backflow prevention devices, fire pumps (electric and diesel), fire hydrants, and CGA Dry Sprinkler System compressors. It also includes five-year internal pipe inspections and standalone standpipe inspections.

• Personnel Qualifications: Contractors must provide evidence of all certifications, permits, applicable licenses (F1 Unlimited Contractor), and insurance required by the State of Connecticut for inspecting, testing, maintaining, and repairing all covered systems.

• Past Performance: Offerors must provide information on at least two relevant contracts (ongoing or completed within the last three years) with government, private, or commercial entities.

• Period of Performance: A 1-Year Base period and four one-year option periods, from August 1, 2026, to July 31, 2031.

• Place of Performance: USCG Academy in New London, CT, 06320.

• Offer Due Date: June 5th, 2026, 1600PM EST.

• Submission Requirements: Offers must include Technical (Maintenance approach and personnel qualifications), Past Performance information (2 PPQs or CPARS), and Pricing submitted on the Fire Sprinkler Schedule (Attachment I).

• Evaluation Criteria: The contract will be awarded to the responsible offeror whose offer is the Lowest Priced Technically Acceptable (LPTA). Evaluation factors are Technical, Past Performance, and Price. Technical and Past Performance are non-priced factors evaluated on a pass/fail basis.

• This solicitation is set aside for 100% for small businesses.

• A site visit is scheduled for Friday, May 15th at 0830. Real ID is required for access.

• Questions/concerns must be submitted in writing by May 20th, 2026, 1600PM EST.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, and 52.212-5 by reference.

• Invoices will be submitted through the Invoice Processing Platform (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure services for the preventative maintenance, inspection, and testing of sprinkler systems, standpipe systems, fire hydrants, fire pumps, and backflow prevention devices at the United States Coast Guard Academy (CGA) in New London, CT.

• Conduct comprehensive inspections of USCGA sprinkler systems, standpipe systems, and associated piping, valves, and supervisory devices within 15 days of contract award.

• Perform four (4) quarterly inspections and testing of CGA sprinkler and standpipe systems and components, adhering to NFPA 25 (Current Edition).

• Conduct one (1) annual inspection and testing of sprinkler and standpipe systems and components, IAW NFPA 25 (Current Edition).

• Perform monthly inspections of CGA backflow prevention devices IAW NFPA 25 (Current Edition).

• Conduct annual backflow preventer inspection and testing IAW NFPA 25 (Current Edition), including forward flow and friction loss tests.

• Perform annual flow testing and inspection of all CGA fire hydrants, including Hydrant Control Valves.

• Conduct semi-annual maintenance of CGA Dry Sprinkler System compressors.

• Perform weekly running and testing of Chase Hall A and Chase Hall E Annex fire pumps IAW manufacturer's recommendations and NFPA 25 (Current Edition).

• Conduct annual flow testing of Chase A and Chase E Annex fire pumps IAW NFPA 25 (Current Edition).

• Provide 24-hour emergency service for sprinkler systems, fire hydrants, and fire pumps, with a four (4) hour response time for "Emergency" calls.

• Perform service calls, testing, and inspection as indicated, funded on a Task Order basis.

• Conduct 5-year flow and hydrostatic tests of all standpipe systems and 5-year internal inspections of piping, standpipe systems, and FDC's.

• Test anti-freeze solution in Chase Hall B Loading Dock annually.

• The contract includes a base period plus four-year option.

• Services are to be performed at the USCG Academy, New London, CT.

• All work must be performed in accordance with the SOW, applicable State and Federal Regulations, National Fire Protection Agency Codes (current editions), and USCGA Policies.

• Contractor must provide all necessary equipment, labor, materials, tools, and supervision.

• Contractor must provide a copy of their current license (F1 Unlimited Contractor) and insurance.

• Contractor personnel must report to the CG Academy Fire Marshal Office for check-in and check-out.

• Contractor must adhere to prevailing wage rates as determined by the Department of Labor.

• Contractor is responsible for making repairs and restoring CGA grounds to pre-testing/inspection condition.

• Reports must be submitted in hard copy and PDF format within specified timeframes (e.g., 10 calendar days for inspection reports, 2 business days for weekly fire pump reports).

• A detailed inventory of buildings, sprinkler systems, standpipe systems, and backflow prevention assemblies is provided in Appendix A.

• A list of backflow preventor devices is provided in Appendix B.

• A list of fire hydrants is provided in Appendix C.
