Request For Information (RFI)

This RFI is issued by the Federal Emergency Management Agency (FEMA) for market research purposes regarding Fire System Repairs at the FEMA Selma Transportable Housing Storage Site (THSS). This is not a solicitation, and FEMA is not currently seeking proposals. The RFI aims to gather questions and feedback from industry and assess the availability of firms capable of providing the contemplated services.

• Attachments: DRAFT Statement of Work (SOW) and CLIN Template are provided for review.

FEMA seeks feedback on the following:

• Ability to furnish all materials, equipment, and services for the DRAFT SOW repair requirements.

• Ability to meet the delivery requirements in the DRAFT SOW.

• Cost estimates for each CLIN, particularly CLIN 2 and its sub-CLINS, using the provided CLIN Template.

• Company registration status in SAM.gov (including Unique Entity ID).

• Business size (Large or Small) and applicable NAICS codes if a Small Business.

• Possession of a GSA schedule and ability to deliver required items under it.

• Site Visits Schedule: Monday through Friday until June 5, 2026, 07:00 AM - 3:30 PM ET. Contact POCs to schedule.

Statement of Work (SOW) / Performance Work Statement (PWS)

To repair the Selma Transportable Housing Storage Site (THSS) Fire System, ensuring all fire safety equipment is repaired, tested, and fully mission-capable to protect personnel and property in the event of an emergency.

CLIN 1 – Repair / Replacement:

• Investigate and repair an underground leak on fire hydrant #1.
• Replace missing sprinkler heads.
• Replace the missing FDC sign.
• Complete a 5-year internal inspection on Systems #1, #2, and the riser room.
• Replace signs at the fire pump house, warehouse, and women's bathroom.
• Remove, clean, inspect, and reassemble the fire pump's top casing and rotating assembly, replacing the case gasket, packing, gland bolts, and gland nuts. Perform a churn test.

CLIN 2 - Additional Repair/Replacement (as needed):

• Address any additional repairs or replacements identified during CLIN 1 work, subject to COR approval.

• Potential removal and installation of jockey pump, jockey pump controller, and fire pump control panel, requiring a certified electrician on-site.

• Potential installation of a new fire hydrant and underground valve.

• Place of Performance: On-site at Selma THSS, 661 Selfield Rd, Selma, AL 36703.

• Period of Performance: Within 30 days after award.

• Work Hours: Generally 0730 to 1530 Central Time, Monday through Friday (excluding Federal holidays).

• Contractor shall furnish all necessary materials, equipment, and services.

• All repairs under CLIN 2 require Contracting Officer’s Representative (COR) approval before commencement.

• Contractor shall provide a pump representative and technician for fire pump disassembly and reassembly.

• A certified electrician is required for the potential removal and installation of specific electrical components.

• Contractor shall provide all reports on completed repairs to the COR within 5 days after completion.
