Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for providing Fire Watch Services for the U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center, Detachment Sasebo (SRF).

• Provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items necessary for fire watch services.

• Services include regular fire watch, tank watch, and additional fire watch services.

• Fire Watch Personnel (FWP) must monitor hot work operations and adjacent spaces, act as Tank Watch when required, and be able to respond to fires.

• Specific requirements for FWP include physical conditions (e.g., eyesight, ability to carry equipment, communication), conducting pre-hot work briefs, and maintaining an alert position.

• Fire Watch Supervisor (FWS) responsibilities include supervision, communication, and ensuring FWP are trained and equipped.

• A Competent Person is required for gas-free tests and confined space certifications.

• FWP must be able to safely carry a 40-pound fire extinguisher.

• FWP must have 20/20 vision or corrected vision equivalent to driver's license requirements.

• FWP must be able to shout and speak/provide verbal and/or written warnings in English.

• FWP must be able to operate a fire extinguisher and know how to put out a fire.

• FWP must remain in the area for at least 30 minutes after hot work is completed or the affected area is cool to the touch.

• Training and familiarization are required for FWP and FWS.

• Performance Period: July 1, 2026, to June 30, 2027.

• Location: Onboard U.S. vessels at Commander, U.S. Fleet Activities, Sasebo (CFAS), Japan, including Sasebo Main base, Akasaki, Iorizaki, Maebata, Hario Shima, Yokose, and all piers, berths, and anchorages.

• Adherence to specific OSHA, National Fire Protection Association (NFPA) standards, and NAVSEA Standard Items is required.

• Specific equipment is required, including red safety hard hats marked "FIRE WATCH," steel-toed safety shoes, safety glasses, hearing protection, flashlights, respirators, whistles, fire retardant gloves, and fire extinguishers.

• Personnel must carry personal identification at all times.

• Coordination with Government Technical POC and SRF Safety Branch is required for scheduling, training, and spot checks.
