Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or commercial services for non-personal health care services. The Great Plains Area Indian Health Service (IHS) intends to award a Firm Fixed-Price, Non-Personal Health Care Service, Commercial Item, Labor Hour, Purchase Order for pharmacist services. The award will be made on an "all-or-none" basis.

• Provide one (1) Registered Pharmacist to provide services on a Full-Time basis.

• Services include maintaining and continuing pharmaceutical services at the Lower Brule Indian Health Center.

• Pharmacist must be able to work independently and may be required to work as the sole pharmacist on certain occasions.

• Pharmacist must be able to enter prescriptions using the computer software system, fill prescriptions, attach labels, and dispense medications.

• Pharmacist must determine medication appropriateness, clarify orders, check for drug-drug and food-drug interactions, and access renal function.

• Pharmacist must interact with other medical professionals and keep complete records for controlled medications.

• Pharmacist must participate in a clinic-based quality improvement program.

• Contract Type: Firm Fixed-Price, Non-Personal Health Care Service, Commercial Item, Labor Hour, Purchase Order.

• Period of Performance: Date of Award through July 4, 2026.

• Regular Hours: 740 Hours @ $ /Hour, totaling $ (specific rates to be provided in offer).

• All-inclusive pricing is required, covering travel, lodging, per diem, fringe benefits, federal/state/local taxes, and all other pertinent costs.

• Quotes must be submitted on company letterhead stationery, signed, and dated.

• Submission Requirements: Solicitation number, closing date, company contact information, technical description of services, warranty terms, price and discount terms, remittance address, acknowledgment of amendments, and statement of ability to meet requirements.

• Closing Date: March 23, 2026 at 12:00 pm CST.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA). Technical acceptability will be evaluated based on Scope of Work, Past Performance, and Price.

• Offers will be accepted electronically via email.

• This acquisition is a set-aside for small business concerns.

• It is a 100% Indian Small Business Economic Enterprise set-aside.

• NAICS Code: 561320 (Staffing Services), with a small business standard of $34.0 million.

• A Performance Work Statement (PWS) is attached.

• Federal Acquisition Regulations (FAR) and Health & Human Services Acquisition Regulation (HHSAR) provisions and clauses are incorporated by reference.

• Security pre-clearance, including fingerprinting, is required for all employees.

• Contractors must be registered with the System for Award Management (SAM.gov).

• Offerors must stipulate that their proposal is firm for at least 90 days from the date of receipt.
