Statement of Work (SOW)

This SOW outlines the requirements for a contractor to procure and install new lockers and benches for the Rosburg Fitness Center, as the current facilities are outdated.

• Procurement and Delivery: Purchase new, commercial-grade lockers and benches. Locker specifications (material, size, locking mechanism) require Government approval prior to purchase. Specific locker quantities and dimensions are detailed, including 73" height, 18" depth lockers in 34 double-tiered, 3-wide units and 11 double-tiered, 1-wide units. Lockers must be deep blue/navy with physical combination locks and master key override (battery-operated locks are not acceptable). Bench specifications include 48" (Quantity - 2), 60" (Quantity - 2), and 84" (Quantity - 7) lengths, with a wood, light finish, and bolt-mounted installation.

• Installation: Professionally install new lockers and benches in designated areas according to an approved layout. All units must be securely anchored to walls and/or floors. Associated components, including locking mechanisms and number plates, must be installed.

• Cleanup and Restoration: Remove all debris, packaging, and waste from the site. Dispose of removed items properly. Thoroughly clean all work areas, returning locker rooms to their original condition.

• Quality Assurance: Perform a final inspection to ensure correct installation, level placement, and absence of defects. Verify compliance with project specifications and safety standards. Conduct a joint final walk-through for satisfactory completion.

• Period: Work to be performed during normal business hours (Monday-Friday, 7:00 am - 5:00 pm). The entire project must be completed within 60 days from the contract award date.

• Place: 210 W. Popson Ave., Bldg. 2200, Edwards AFB, CA 93522 (male and female locker rooms).

• Safety: Maintain a safe work environment compliant with all federal, state, and local safety regulations. Provide appropriate safety barricades or signs as needed.

• Communication: Maintain open communication with the Fitness and Sports Director (FSD) and Fitness Operations Manager (FOM).

• Funding: Provided by Rosburg Fitness Center Appropriated Funds.

• Acceptance Criteria: Government will inspect finished work and reserves the right to refuse damaged/faulty equipment or require correction of non-compliant installation work.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to procure fitness center lockers for the Air Force Test Center (AFTC) at Edwards Air Force Base (EAFB), CA. Proposals are being requested, and a separate written solicitation will not be issued. The Simplified Acquisition Procedures (FAR 12) will be used.

  • 34 Plastic lockers: double tier, 3 wide, 73" high, 18" deep, Blue, Assembled
  • 11 Plastic lockers: double tier, 1 wide, 73" high, 18" deep, Blue, Assembled
  • 11 Wood locker benches: 36 inches, light finish, bolt mounted
  • 2 Wood locker benches: 48 inches, light finish, bolt mounted
  • 2 Wood locker benches: 60 inches, light finish, bolt mounted
  • 7 Wood locker benches: 84 inches, light finish, bolt mounted

• Includes coordination of delivery, unloading, loading, installation, and cleanup/site restoration.

• All materials must be new and not refurbished.

• Contract Type: Firm Fixed-Price.

• Period of Performance: Estimated at 60 days ARO (After Receipt of Order).

• Questions Due: Thursday, June 1, 2026, by 12:00 PM Pacific Daylight Time (PDT).

• Offers Due: Friday, June 5, 2026, by 1:00 PM Pacific Daylight Time (PDT).

• Evaluation: Quotes will be evaluated to determine best value, considering price, features of the supply, delivery terms, and warranty terms.

• Set-Aside: This requirement is a Small Business Set-Aside.

• NAICS Code: 337215, with a size standard of 500 employees.

• Registration: All offerors must be registered with the System for Award Management (SAM).

• Provisions and clauses are incorporated by reference and can be viewed at Acquisition.gov.

• Offerors must provide specific contractor information with their quote, including Unique Entity ID, CAGE Code, Point of Contact, Technical Description, Warranty, Price, FOB, and completed FAR 52.212-3.
