Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) for predator control services at the FWS Hobe Sound National Wildlife Refuge (NWR) in Florida. The objective is to reduce sea turtle nest depredation and protect other Trust Resources.

• Removal and control of predators in areas along the Refuge beach and Mainland tracts.

• Services aim to increase sea turtle nesting success and protect other Trust Resources.

• The contractor must be a Certified Wildlife Biologist® with a minimum of 100 hours of documented experience in trapping and removal of predators (e.g., coyotes, hogs) from public lands.

Statement of Work (SOW) / Performance Work Statement (PWS)

To selectively remove nuisance predators, including coyotes and hogs, in targeted areas of the Nathaniel P. Reed Hobe Sound National Wildlife Refuge. The goal is to reduce nest depredation, increase sea turtle nesting success, and protect other trust resources.

• Provide all personnel, labor, equipment, supplies, transportation, tools, materials, and supervision for predator control services.

• Plan, schedule, coordinate, and ensure effective performance of services for the contract duration.

• Perform work primarily during times when the Refuge is closed to the public (sunset to sunrise), with daytime operations requiring written approval.

• Ensure proper removal and disposition of caught or dispatched predators within 12 hours.

• Contractor must adhere to all applicable regulations, policies, and procedures.

• Employees must be trained and experienced, with supervisory personnel having at least two years of recent experience in similar operations.

• A quality control program must be instituted to identify and correct any problems.

• Performance indicators include 100% compliance with work production/schedule, work requirements, contract terms, and safety standards. No damage to government resources, fish, or wildlife is permitted.

• Period of Performance: Work to begin within 2 weeks of award or 30 days of notification, to be fully completed by November 30, 2026.

• Place of Performance: Boundaries of the Nathaniel P. Reed Hobe Sound NWR, Martin County, Florida (735-acre island tract and 300-acre mainland tract).

• Contractor must be a Certified Wildlife Biologist® with a minimum of 100 hours of documented experience in trapping and removal of predators like coyotes and hogs from public lands.

• Personnel must adhere to specific beach riding guidelines to minimize impact on wildlife and nesting areas.

• Contractor is responsible for acquiring all necessary federal and local licenses and certifications.

• Contractor must provide contact information for all ground personnel, vehicles, and equipment 48 hours prior to project implementation.

• The Refuge must be notified at least 48 hours prior to work commencement.

• Contractor must provide a quote for service costs on a weekly (5 days) basis. This is a Firm Fixed Price contract.

Form / Attachment / Pricing Sheet

This document, "Attachment 3 - PAST EXPERIENCE & REFERENCES," is a form that must be completed by all quoters/bidders to receive consideration for the solicitation #140FS326Q0017. It is used to gather information on current or past experience pertinent to the position.

• The form requires details on up to three contracts similar in size and complexity to those stated in the Scope of Work.
• For each experience entry, bidders must provide:
