Scope of Work
The government seeks a transit-grade video surveillance system to enhance passenger and driver safety, improve incident investigations, and enable remote live viewing. Key requirements include:
- System Functionality: Comprehensive video coverage (driver area, interior, boarding/alighting, exterior front/rear) with a maximum of 5 cameras per bus.
- Video/Audio Performance: Minimum 1080p resolution, ~15 fps recording, continuous recording when ignition is ON, 14-30 days onboard storage, interior audio, and operation in -5°F to 110°F.
- Connectivity: Mandatory 4G or 5G cellular connectivity with a cloud-hosted or vendor-hosted platform.
- Installation: Installation on 10 current buses, with flexibility for future fleet changes, including configuration, testing, and training.
- Support & Maintenance: Hardware warranty, software updates, technical support (SLA required), preventive maintenance, and repairs/replacements.
- Fleet Transition: Services for removal and reinstallation for approximately 2 buses annually.
Contract Details
The intended contract structure is a Base Year with four Option Years. The Base Year includes initial hardware, installation, configuration, training, and first-year recurring services. Option Years cover recurring services and fleet transition support.

This opportunity is designated as a Total Small Business Set-Aside (FAR 19.5).
Submission & Evaluation
Responses are due May 27, 2026, by 3:00 P.M. Eastern. Submissions must be electronic files emailed to Lisa Chang (ChangLS@state.gov) with the subject "Mobile Surveillance System Requirement". No questions will be accepted at this time. Required content includes a detailed Capabilities Statement covering company profile, socioeconomic status, SAM.gov registration, and answers to specific capability questions regarding bus fleet surveillance systems, proposed equipment, program management, and past performance. This RFI is for market research only and will not lead to a contract award at this stage.
Additional Notes
All costs associated with responding are at the interested party's expense. Not responding does not preclude future participation if an RFP is issued. Contractor personnel will require background screening for facility access.
