Statement of Work (SOW)

This SOW details the requirements for the manufacture and delivery of one (1) F/A-18 Flight Control Surface Freeplay Inspection Set, P/N 3867AS1645-1, to support VFC-204 at NOLA.

• Manufacture and assemble the specified inspection set in accordance with the USN approved design.

• Assign serial number 221236125 to the set.

• The set has an established National Stock Number (NSN): 6R-D-4920-016980344-OF.

• Technical Data Package (TDP) including Naval Air Systems Command Drawing 3867AS1645-1 (latest revision) and associated drawings.

• Delivery: Within 90 days after contract award.

• Packaging: Comply with ASTM D3951-18 (excluding paragraphs 4.2-4.3). Prohibited materials include loose fill, asbestos, excelsior, newspaper, and shredded paper. Wood Packaging Materials (WPM) must be heat or chemically treated per ISPM 15:2009.

• Marking: Comply with MIL-STD-129R. Apply special marking labels (e.g., fragile, delicate) as needed.

• Transportation: Ensure compliance with applicable regulations (DTR DOD 4500.9-R, Uniform Freight Classification Rules, National Motor Freight Classification Rules, ATA Rules, etc.). Shipments must be transportable via over-the-road transport.

• Inspection/Acceptance: To be performed at the Contractor's facility by DCMA or an authorized Government representative.

• Evaluation Criteria: Award will be made to the lowest price technically acceptable (LPTA) responsible offeror. Technical acceptability requires the offeror to be a small business, demonstrate exact part numbers and quantities, provide a delivery date of 90 days ARO, have acceptable/neutral past performance, and possess a current NIST-SP 800-171 assessment.

• Offerors must be considered a small business under the solicitation's NAICS code.

• Completed items will be shipped to NAVAIR Lakehurst SE Staging Facility, Joint Base MDL, NJ 08733.

• Failure to request and receive the SOW and associated documents may result in technical unacceptability.
