This document is a Sources Sought notice issued by the U.S. Army Contracting Command (ACC-APG) on behalf of CECOM SAMD to conduct market research for AN/PVS-14 Night Vision Devices for Foreign Military Sales (FMS) to support the country of Kosovo. The goal is to identify potential sources with the interest, technology, and capability to fulfill these requirements and to determine the method of procurement, which may include small business set-asides or full and open competition.

The contractor shall deliver 989 sets of the AN/PVS-14 Monocular Assembly, which includes various components such as carrying cases, demist shields, headmounts, lens paper, operator manuals, and batteries. Additionally, 989 sets of ancillary items like helmet mount assemblies and brow pads are required. A spare parts package of 500 Lens Paper, Type I Class I is also specified. The AN/PVS-14 Night Vision Goggles must not exceed a Figure of Merit (FOM) of 1600.

This is not a Request for Proposal (RFP) and does not constitute a solicitation or commitment to award a contract. No funds are available to pay for response preparation. Responses are strictly voluntary.

Interested sources must submit a brief description of their company, solution, and ability to meet system requirements. Specific information requested includes: company name and address (with CAGE Code and UEI), Point of Contact details, and a description of past and current services matching the capabilities. Companies must be registered in SAM.gov. Responses should include Rough Order of Magnitude (ROM) price and availability (P&A) information. Submissions are due by 3:00 p.m. EDT on March 25, 2026, via email to Emanuel.e.green3.civ@army.mil. Telephone inquiries will not be accepted.

The procurement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered.

Any resulting contract is anticipated to be Unclassified but may require a Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) assessment, with a possibility of CMMC Level 2 (C3PAO) assessment after November 10, 2026. Compliance with the Berry Amendment (10 U.S.C. 2533a and 2533b) is also required.

Ancillary items include PASGT Helmet Mount Assembly/Viewer Bracket, Brow Pad, Eye Cup, Demist Shield, Lens Cap, Neck Strap, and Shoulder Strap. A spare parts package consisting of Lens Paper (500 units) is also required.

The AN/PVS-14 Night Vision Goggles shall not exceed FOM 1600.

• The resulting contract is anticipated to be Unclassified.
• It may involve CMMC Level 2 assessment.
• Compliance with the Berry Amendment (specialty metals) is required.
