This document is a combined synopsis/solicitation for commercial products or services, specifically "Food Delivery Services for OJS Detention Centers." It constitutes the only solicitation, and no separate written solicitation will be issued. The government is procuring food delivery services for multiple detention center locations.

• Food delivery services to three specific locations:

  • Eastern Nevada Agency, Owyhee, NV
  • Ute Indian Tribe Justice Center, Fort Duchesne, UT
  • Hopi Adult Detention Center, Keams Canyon, AZ

• The services are described in Attachment 1, Statement of Work (SOW).

• Pricing is to be submitted according to Attachment 2, Pricing Schedule.

• The contract type will be a Firm-Fixed-Price (FFP) Purchase Order.

• The anticipated period of performance is a base year plus four (4) option years. Specific start and end dates will be determined at the time of award.

• Quotation Due Date and Time: Must be received on or before the date and time specified on the SF 1449 (Solicitation Issue Date: 05/26/2026, Offer Due Date: 06/23/2026 1700 Local Time).

• Submission Instructions: Quotes must be submitted via email to Danielle Bitsilly at danielle.bitsilly@bia.gov. The subject line must be "Company Name Quote in Response to 140A1126Q0053".

• Quotation Contents: Must include Company Information (Unique Entity ID, address, contact details, RFQ number, quote number, date, pricing, capability statement), a signed and completed IEE Representation Form, and DIAR 1452.280-4.

• Evaluation Factors: Offers will be evaluated based on Delivery Capability & Schedule Reliability, Food Safety Measures, and Experience & Past Performance (Similar Requirements). The award will be made to the responsible Offeror whose offer is most advantageous to the Government, considering price and other factors.

• This requirement is set-aside 100% for Indian Economic Enterprises (IEEs).

• Offerors must meet the definition of an Indian Economic Enterprise (IEE) and intend to meet the definition throughout contract performance.

• The North American Industry Classification System (NAICS) code is 311999.

• Questions related to the requirement must be submitted by 9:00 AM Mountain Standard Time, June 9th, 2026.

• The schedule outlines CLINs (Contract Line Item Numbers) for different detention centers, including:

  • Uintah & Ouray Adult Detention Center
  • Hopi Agency Detention Center
• For each CLIN, it specifies Base Year and Option Years 1 through 4.
• Quantities are listed in 'Meals/Year'.

• Offeror Representation: Requires the Offeror to represent that it meets the definition of an "Indian Economic Enterprise."
• Name of Federally Recognized Tribal Entity: Field for the name of the tribal entity.
• Name of the 51% (or greater) Owner of the IEE Firm: Field for the owner's name.
• Legal Business Name: Field for the business's legal name.
• Certifying Signature: Field for the certifying signature.

Bidders must complete and submit this form to self-certify their status as an Indian Economic Enterprise. This certification is required to be met at the time of offer, contract award, and throughout the contract term, as per 25 U.S.C. 47 of the Buy Indian Act. Failure to provide accurate information may result in penalties.

Statement of Work (SOW)

To provide all necessary food items to fulfill the menu requirements for the District III Detention Facilities.

• Provision of a wide range of food items including meats, fruits, vegetables, breads, dairy products, beverages, non-perishables, and other non-food items.

• All items must meet U.S. Department of Agriculture and Food and Drug Administration food safety standards.

• Deliveries are required once per week to designated receiving areas.

• Products must be transported in clean, temperature-controlled vehicles.

• Packing slips and invoices must accompany each delivery.

• Substitutions require prior approval.

• Hopi Adult Detention Center, Keams Canyon, AZ

• All food items must be fresh, undamaged, and within manufacturer expiration dates.

• Deliveries must occur within the agreed delivery window.

• Consistent product quality and availability must be maintained.

• All services must comply with applicable federal, state, and local food safety regulations.

• Base Year: 12 months from date of award

• Option Years 1-4: 12 months each

• Total potential performance period: 5 years.

• Eastern Nevada Agency Adult Detention Center: Approx. 2,314 meals/month for 26 individuals.

• Uintah & Ouray Adult Detention Center: Approx. 1,780 meals/month for 20 individuals.

• Hopi Agency Adult Detention Center: Approx. 2,670 meals/month for 30 individuals.

• Individual purchases shall not exceed $10,000.00 per call for non-warranted BIA employees.

• Orders placed via telefax, telephone, email, or in person by authorized individuals.

• Payments processed through the Internet Payment Platform.

• Invoices submitted through http://ipp.gov/.
