Performance Work Statement (PWS)

This PWS outlines the requirements for Health Food Service Worker services at the Mike O’Callaghan Military Medical Center (MOMMC) at Nellis AFB, Nevada. The primary mission of MOMMC is to provide quality, cost-effective healthcare and maintain medical readiness.

• Labor Category: Health Food Service Worker.

• Key Tasks: Preparing sandwiches and salads, portioning food, cutting and assembling fruits/salads, labeling food, brewing coffee, delivering meals, reading and following recipes/menus, reporting shortages, handling safety data sheets, adhering to safety policies, recognizing and reporting equipment malfunctions, performing temperature checks, understanding fire safety protocols, setting up dining areas and cafeteria lines, clearing tables, restocking supplies, cleaning food preparation surfaces and equipment, operating dishwashers, sweeping and mopping floors, moving kitchen equipment, emptying trash, wiping tables, and applying sanitation principles.

• Combined On-Time Fill Percentage: >= 90%

• Turnover Rate: <= 25%

• Replenish Rate: >= 90%

• Complaint Resolution Percentage: >= 92% of discrepancies resolved within 3 business days.

• Place of Performance: Mike O’Callaghan Military Medical Center (MOMMC), Nellis Air Force Base, Nevada.

• Work Schedule: Monday-Friday, 0530-1830. Not to exceed 40 hours per week.

• Arrangement: Non-Personal Services. The Government will not supervise or control the methods used by the contractor.

• Competency-Based Interviews: Government may contact workers to verify contract requirements.

• Health Requirements: Documentation of required physical testing, TB screening (PPD 2-Step Process), immunizations, and annual vaccinations are required. Specific requirements include measles, mumps, rubella immunity, HIV testing consent, varicella immunity (for those born after 1966), Tdap vaccine, and annual influenza immunization. COVID-19 booster is recommended but not required. Hepatitis B vaccine and immunity testing may be required for certain roles.

• Training: Must complete agency-specified training and comply with all applicable policies.

• Dress and Appearance: Maintain good personal hygiene and professional appearance; follow food safety protocols (gloves, hair nets, masks).

• Security: Requires completion of an SF-85 questionnaire and fingerprinting for a security investigation. May require NIP memo, OF 306, Proof of Citizenship, DD Form 2981 (if applicable), and a copy of the PWS.

• Legal Authorization: Must be a U.S. Citizen, noncitizen national, lawful permanent resident, or alien authorized to work in the U.S.

• Antiterrorism Training: Level I antiterrorism awareness training is required for personnel with routine physical access to a Federally controlled facility or military installation.

• Driver's License: Required for operating government motor vehicles in emergencies.

• Relocation Costs: Not paid by the Government.

• Planned Absences: Notify COR at least 30 days prior for absences > 30 days; replacement worker required.

• Government Furnished Property: Includes supplies, exposure protocols, and requires return of issued government property (laptops, badges, keys, etc.).

• Contractor Furnished Items: N/A for general items. Personal computer equipment not approved unless directed.

• Invoicing: Submit invoices monthly with contractor names and total hours worked, including timecard attachment in WAWF.

Request for Information (RFI)

This RFI is for market research purposes to gather information on capabilities for providing non-personal Food Service Worker support at the Mike O'Callaghan Military Medical Center (MOMMC), Nellis AFB, NV. The government is assessing all aspects of this requirement, including tradeoffs and alternatives, to determine how to proceed in the acquisition process. This RFI is not a solicitation or a commitment to award a contract.

• Provide non-personal Food Service Worker services (1 FTE).

• Services include basic food preparation, sanitation, and patient tray delivery.

• Work must adhere to DHA and Air Force nutritional standards and the attached Draft Performance Work Statement (PWS).

• Anticipated period of performance: Base period with four (4) 12-month option periods.

• This RFI is for informational and planning purposes only.

• The Government will not pay for any information submitted.

• Responders are responsible for all associated expenses.

• Responses will not be returned, and there will be no ensuing discussions or debriefings.

• Information obtained may be reflected in a subsequent solicitation.
