This solicitation is for Force Generation Professional Support Services for Maritime Expeditionary Security Group ONE (MESG ONE). The task order will be awarded as a Firm-Fixed-Price (FFP) order, reserved for Seaport-NxG MAC holders who are Service-Disabled Veteran-Owned Small Businesses (SDVOSB). This is a follow-on effort consolidating previous contracts.

• Develop, deliver, and sustain standardized training and readiness programs aligned with Navy Expeditionary Combat Command (NECC) and Navy Education and Training Command (NETC) requirements.

• Support five critical areas: Learning Standards, Curriculum Development, Exercise Planning, Force Development, and Training Program Management.

• Tasks include curriculum development, analysis of directives, exercise planning, research on emerging capabilities, and program management.

• Specific deliverables include monthly status reports, quarterly in-progress reviews, semi-annual reports of findings, training videos, and final reports.

• Contract Type: Firm-Fixed-Price (FFP)

• Period of Performance: Base year (01 September 2026 – 31 August 2027) with four (4) one-year option periods and one (1) six-month extension.

• Places of Performance: MESG ONE, NOLF-IB, Imperial Beach, CA, and MESG ONE Detachment Guam, Agana, GU.

• Proposals must be submitted via the PIEE portal.

• Proposals must be submitted in four volumes: Offer, Technical Proposal, Past Performance, and Price.

• Evaluation will be conducted using a Best-Value Tradeoff source selection process.

• Key deadlines: Questions due 10 business days prior to closing; proposals due by 11:00 AM local time on 23 June 2026.

• 100% set-aside for SDVOSB restricted to Seaport-NxG contract holders.

• Proposals by other contractors will NOT be considered.

• Offerors must provide written evidence of VETS-4212 compliance.

• All CLINs must be rounded to the nearest whole dollar.

• Key personnel requirements include specific clearances, years of experience, and educational backgrounds.

• Travel is anticipated to various locations, including San Diego, Bangor, Agana, Jebel Ali, Camp Lemonnier, Rota, Virginia Beach, and Honolulu.

Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain professional contractor support services that enhance the Maritime Expeditionary Security Group ONE (MESG ONE) Training Department's (N7) ability to develop, deliver, and sustain standardized training and readiness programs in alignment with Naval Education and Training Command (NETC) requirements and higher headquarters guidance. This support aims to address identified gaps in policy, doctrine, and professional knowledge within MESG ONE units.

The contractor will provide professional support services in curriculum development, training, and program development for MESG ONE N7. Key areas of support include:

• Learning Standards Support: Ensuring compliance with Navy Expeditionary Combat Command (NECC) and NETC guidelines.

• Curriculum Development: Creating, refining, and maintaining Courses of Instruction (COIs), Unit Level Training (ULT), and associated materials aligned with various naval and joint publications.

• Exercise Planning: Developing and refining integrated training events, providing analytical support for exercise design, control, and after-action reviews.

• Force Development: Analyzing future training and readiness requirements, evaluating emerging capabilities, and aligning MESF doctrine with enterprise stakeholders.

• Echelon V/VI Training Program Management: Serving as a conduit for training policy, managing training status, supporting readiness communications, and acting as Subject Matter Representatives for deployment certification.

• Training Video Production: Updating existing and producing new training videos on MESF curriculum and missions.

• Contractor personnel must meet specific labor category qualifications, including security clearances (Secret required, TS/SCI for one position).

• Deliverables include Monthly Status Reports (MSR), In-Progress Reviews (IPRs), Semi-Annual Reports of Findings, and specific COI updates, training videos, and analysis reports.

• Final inspection and acceptance require at least 90% of deliverables on time, no CTAP discrepancies, and COR confirmation of completeness and compliance.

• Period of Performance: Twelve-month base period with four one-year option periods and one six-month option period.

• Places of Performance: MESG ONE, NOLF-IB, Imperial Beach, CA, and MESG ONE Detachment Guam, Agana, GU (1 position).

• Staffing: Requires specific labor categories including a Project Manager, Learning Standards SME, Curriculum Management SMEs, Exercise Planning SME, and Training Program Management SMEs, each with defined experience and clearance requirements.

• Security: Personnel must possess a Secret clearance. Specific background checks (NACI, Public Trust) are required based on access levels.

• Reporting: Monthly, quarterly, and semi-annual reports are required, along with meeting minutes and Service Contract Reporting (SCR) in SAM.gov.

• Government Furnished Equipment: Contractor will have access to on-site training equipment, facilities, computers, and technical manuals.

• Travel: May be required to various CONUS and OCONUS locations as identified in the PWS.
