Purpose & Scope of Work

The objective is to obtain professional contractor support services for MESG ONE's Training Department (N7). This support will develop, deliver, and sustain standardized training and readiness programs, aligning with Naval Education and Training Command (NETC) requirements and addressing gaps in policy, doctrine, and professional knowledge.

Key areas of support include:

  • Learning Standards Support: Ensuring compliance with NECC and NETC guidelines.
  • Curriculum Development: Creating and maintaining Courses of Instruction (COIs), Unit Level Training (ULT), and associated materials.
  • Exercise Planning: Developing integrated training events and providing analytical support for exercise design and after-action reviews.
  • Force Development: Analyzing future training and readiness requirements and evaluating emerging capabilities.
  • Echelon V/VI Training Program Management: Managing training status, supporting readiness communications, and acting as Subject Matter Representatives.
  • Training Video Production: Updating and producing new training videos on MESF curriculum and missions.

Contract Details

  • Contract Type: Firm-Fixed-Price (FFP)
  • Period of Performance: A twelve-month base period (01 September 2026 – 31 August 2027) with four one-year option periods and one six-month option period.
  • Places of Performance: Primarily MESG ONE, NOLF-IB, Imperial Beach, CA, with one position at MESG ONE Detachment Guam, Agana, GU. Travel to various CONUS and OCONUS locations is anticipated.
  • Staffing: Requires specific labor categories including Project Manager, Learning Standards SME, Curriculum Management SMEs, Exercise Planning SME, and Training Program Management SMEs, with Secret security clearances required for all personnel.

Eligibility & Submission Requirements

This is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) restricted to Seaport-NxG contract holders. Proposals from other contractors will not be considered. Proposals must be submitted via the PIEE portal and include four volumes: Offer, Technical Proposal, Past Performance, and Price. Evaluation will use a Best-Value Tradeoff source selection process. Offerors must provide written evidence of VETS-4212 compliance.
