Statement of Work (SOW) / Performance Work Statement (PWS)

To provide forklift rentals to support the Northwest Fire Support Cache during the 2026-2029 fire seasons, ensuring efficient movement of resources and supplies.

• Provide a total of eight (8) forklifts.
• Load capacities ranging from 3,000 to 7,000 lbs.
• Include three (3) narrow-aisle units specifically compatible with drive-in racking systems.
• Contract includes equipment delivery, pickup, and comprehensive routine maintenance.

Standard Fleet (5 Units):

• Capacity: 3,000 to 7,000 lbs.
• Mast: Three-stage, 187” lift height; 85.5" maximum lowered height.
• Engine/Drive: LPG engine with automatic transmission.
• Dimensions: 43”-50" width; max 130” overall length (shorter preferred).
• Features: Operator side shift, power steering, hydraulic brakes.
• Tires: Solid-shaped, pneumatic, or cushion tires suitable for concrete/asphalt.
• Safety: Front/rear driving lights, semi-suspension seat, seat belts.

Narrow-Aisle Fleet (3 Units):

• Capacity: Minimum 3,000 lbs.

• Dimensions: 38” maximum width (strict requirement); max 130” overall length (shorter preferred).

• Performance, mast, engine, tires, and safety features identical to standard fleet.

• Reference Model: Equivalent to Toyota 8FGCU15.

• Rental Period: Annually from June 1st through December 13th.

• Contract Structure: Base Year with three (3) subsequent Option Years.

• Delivery Location: 1740 SE Ochoco Way, Redmond, OR 97756.

• Maintenance: Contractor responsible for all routine maintenance and repairs from normal wear and tear (engine/hydraulic leaks, battery/electrical issues, safety equipment repairs).

• Service Level Agreement (SLA): If a unit fails inspection or becomes inoperable, the Contractor must repair or replace it within five (5) business days.

• Forklifts: 8 units to be available from June 1st to December 13th annually.

• Routine Maintenance: Provided Monday - Friday, within 5 business days of request.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation (RFQ) for seasonal forklift rentals for the Deschutes National Forest, Northwest Fire Cashe. It is issued under FAR Part 12 for commercial items. No separate written solicitation will be issued.

• The specific requirements are detailed in Attachment 1 (Schedule of Items) and Attachment 2 (Statement of Work).

• Anticipated Award Type: Firm-fixed-price contract.

• Contract Structure: One (1) one-year base period with three (3) one-year option periods.

• Total Duration: Not to exceed four (4) years and six (6) months.

• Number of Awards: One award is anticipated.

• Submission: Quotes are due by email to chad.schmele@usda.gov no later than May 27, 2026, at 2:00 PM Pacific Time. Emails must include the solicitation number (1240BE26Q0060) and a completed Schedule of Items in PDF format.

• Offer Price Firmness: Offerors must hold prices firm for 90 calendar days from the specified receipt date.

• Evaluation Criteria: Quotes will be evaluated in accordance with FAR 12.203. Award will be made to the offeror representing the best value to the Government. Evaluation will be based on Price, which must be fair and reasonable.

• Delivery: F.o.b. destination. All items are required by June 1, 2026. Early deliveries are accepted.

• This acquisition is set-aside for small business concerns.
