Submission & Evaluation

  • Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Hard copies will not be accepted.
  • The award will be based on a Best Value Trade-Off process. Evaluation factors, in order of importance, are: Past Performance, Technical Approach (Management Plan, Schedule Narrative), and Price. All non-price factors combined are considered approximately equal to price. The Government intends to award without discussions.
  • Mandatory CMMC Level 2 (Self) certification or higher is required for award, verifiable in the Supplier Performance Risk System (SPRS). Compliance with NIST SP 800-171 is also necessary. Access to restricted solicitation documents requires prior CMMC compliance verification.
