Quick Summary

The Department of the Treasury's Common Services Center (TCSC) is conducting market research through a Sources Sought for FPDS Monitoring, Reporting, and Validation Services. This initiative seeks a secure, web-based platform and associated support to enhance the quality, accuracy, and accessibility of Treasury procurement data. Responses are due by July 9, 2026, at 12:00 PM EDT.

Purpose & Background

The TCSC Acquisition Services supports Treasury-wide procurement reporting, analytics, data quality, and oversight. The Federal Procurement Data System (FPDS) is the authoritative source for contract action data, crucial for reporting, oversight, and strategic decision-making. TCSC requires a solution to monitor, validate, analyze, and report on Treasury procurement data, improving data quality, spend analysis, compliance, and acquisition performance measurement.

Scope of Work

The requirement is for a secure, web-based platform and support services for Treasury-wide procurement data validation, reporting, oversight, and analytics. Key functionalities include:

  • A Treasury-customized website for up to 750 users with secure, role-based access.
  • Automated data validations for all FPDS Contract Action Report (CAR) elements with visualized results.
  • Automated notifications for data anomalies and exceptions, and summary alerts for oversight personnel.
  • On-demand reporting of procurement data quality metrics.
  • Quarterly and annual Verification & Validation (V&V) reviews and reports, including automated generation of randomized contract action samples.
  • Reporting on contract action status, contract transfers, expiring contracts, forecasting, and active contracts.
  • Platform maintenance, uptime monitoring, technical support, and interactive user training.
  • Analysis of Treasury procurement FPDS data for spend categorization and algorithmic reporting, with encouragement for advanced analytical methods.

Key Requirements & Performance Standards

The solution must rely solely on publicly available FPDS data, without direct integration with Treasury contract writing systems. The contractor will not access sensitive or classified data. Deliverables must be electronic, accessible, editable, Section 508-compliant, and compatible with Treasury systems. Performance standards include daily automated FPDS data checks, quarterly V&V process automation, automated ProcureSTAT Scorecard reporting, small business goal tracking, and sustainability/category management compliance reporting.
