The MACC is expected to utilize a two-tiered structure:

  • Tier 1: Projects at or below the Simplified Acquisition Threshold (SAT), set-aside for 8(a) concerns restricted to Colorado and Wyoming districts, with $300M reserved.
  • Tier 2: Projects above SAT up to $10M, set-aside for small businesses nationwide (including Tier 1 8(a) awardees), with $650M reserved.
