Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personnel Catholic Priest services to support the USAG Fort Bliss Catholic population, ensuring the free exercise of religion for military personnel, family members, and authorized civilians.

• Provide ordained Catholic Priest services, including regular and special masses, sacraments, and confessions.

• Services must be performed in accordance with the Roman Catholic Church guidelines, AMS Priests' Manual, Army Regulation 165-1, Army Pamphlet 165-18, and Installation Chaplain Policies.

• The contractor shall not duplicate duties currently performed by Unit Ministry Team members, DA Civilians, or volunteers.

• Specific tasks include:

  • Planning and coordination meetings
  • Weekend Masses, Holy Day Masses, Weekday Masses
  • Sacraments: Penance, Confession, Baptism (preparation and sacrament), Confirmation, First Communion, Anointing of the Sick, Matrimony, Annulment Counseling
  • Order of Christian Initiation of Adults (OCIA) instruction
  • Pastoral Care and Counseling
  • Recording of sacraments
  • On-call coverage for emergencies
  • Advising COR and Garrison Chaplain on Catholic aspects of religious support
  • Conducting special masses for various occasions
  • Maintaining a log of work performed
  • Submitting invoices monthly
