Sources Sought Notice

This Sources Sought Notice is issued by the Mission and Installation Contracting Command – Fort Bliss to conduct market research for Washer and Dryer Maintenance and Repair Services for Government-owned coin-free laundry appliances located at Fort Bliss, Texas, and outlying training areas. The government intends to procure these services on a competitive basis. Responses will inform whether the requirement will be set-aside for small businesses or procured through full and open competition.

• Preventive Maintenance (PM): 100% scheduled PM on approximately 2,827 Government-owned washers, dryers, and combo units.

• Corrective and Demand Repairs: Respond to and complete Priority 3 (P3) Demand Maintenance Orders (DMOs) within 30 calendar days of notification. Capacity to manage up to 200 repairs per month, with coordination for exceeding this cap.

• Parts Procurement and Inventory Management: Source, procure, and maintain necessary replacement parts.

• Equipment Transportation and Handling: Safely move appliances between barracks and Government-designated warehouses.

• Communication and Coordination: Maintain formal communication with the DPW Service Order Desk.

• Reporting and Documentation: Submit a Quarterly Maintenance and Service Report.

• Regulatory and Environmental Compliance: Adhere to all applicable Federal, State, OSHA, and Army regulations.

• Scalability: Ability to adjust service capacity by +/- 10% of the inventory.

• Period of Performance: One (1) Base Year beginning around November 1, 2026, with four (4) Option Years (totaling five years).

• Contract Type: Anticipated Firm-Fixed Price (FFP).

• Labor: Anticipated to include tasking subject to the Service Contract Act (SCA).

• Capabilities Statement: Interested parties must submit a capabilities statement (no more than 10 pages, Times New Roman 10 pitch).

• Deadline: 4:00 PM MST, June 16, 2026.

• Submission Method: E-mail to the Contract Specialist and Contracting Officer in Microsoft Word or PDF format.

• Evaluation: Responses will be used for market research; no feedback or evaluations will be provided.

• NAICS Code: 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) with a Small Business Size Standard of $12.5 million.

• PSC Code: J015 (Maintenance, Repair, and Rebuilding of Equipment: Household Furniture and Furnishings).

• Set-Aside: The requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made.

• Small Business Prime Contractor: Must perform at least 50% of the work themselves if a Small Business Set-Aside is implemented.

• Respondents: Businesses of all sizes are encouraged to respond and must identify their business size.

• This is a Sources Sought Notice for informational purposes only and is not a Request for Proposal (RFP).

• Telephone inquiries will not be accepted.

• No funds are available to pay for response preparation.

• Responses will not be returned.

• Not responding does not preclude participation in future solicitations.

• Potential offerors are responsible for monitoring the Government-wide Point of Entry (GPE) for any future solicitations.

Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain, service, repair, connect, disconnect, and transport Government-owned coin-free electric and gas washers and dryers at Fort Bliss, including base camps and outlying training areas.

• Provide non-personal services for approximately 1,515 washers, 1,300 dryers, and 12 combo units (totaling 2,827 appliances).

• Perform recurring maintenance and repair activities.

• Respond to repair requests to keep the government inventory functioning properly.

• Conduct 100% preventive maintenance on all installed equipment according to manufacturer recommendations.

• The government-owned inventory may fluctuate by +/-10% during the contract period.

• Services must be performed at or above the standard defined in the Performance Requirements Summary (PRS).

• Specific performance thresholds are detailed in Attachment 1, including 100% compliance for Combating Trafficking in Persons, repair services within 2-3 hours of notification, and 100% compliance for Contractor Manpower Reporting.

• Deductions may apply for defects below performance thresholds (e.g., $250.00 per defect).

• Period of Performance: One (1) Base Year (November 1, 2026 - October 31, 2027) and four (4) Option Years (November 1, 2027 - October 31, 2031).

• A 6-month extension option is also available.

• Place of Performance: Throughout Fort Bliss, including base camps and outlying training areas. Locations may change.

• Washers and dryers will be stored at Building 1103 or an assigned building.

• Contractor must develop and implement a Quality Control Plan (QCP).

• Contractor must develop and maintain an Operations Security (OPSEC) program.

• Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP).

• Contractor personnel must have appropriate security clearances and undergo background checks.

• Contractor must ensure employment eligibility verification (E-Verify).

• Technicians must obtain manufacturer certifications for electrical, gas, and digital laundry appliances.

• Contractor must provide a standard uniform for all employees.

• Contractor must comply with all applicable laws and regulations, including OSHA and Federal/State laws.

• Contractor must provide a Project Manager and Supervisor with specific availability and responsibilities.

• Contractor must report all contractor workforce data via SAM.gov.

• Specific deliverables include QCP changes, inventory reports, preventive maintenance plans, and repair reports.
