Sources Sought Synopsis

This notice is a Sources Sought Synopsis (SSS) ONLY, issued by the U.S. Government to procure Base Operations Support Services (BASOPS) at Fort Gillem Enclave, Georgia. The intent is to identify eligible HUBZONE Small Business participants capable of meeting the requirement at a fair market price. This is for information and planning purposes and does not constitute a Request for Quotation (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP). The government is not seeking quotes or proposals at this time and will not accept unsolicited ones. No payment will be made for information or administrative costs incurred in response to this notice.

A continuing need for BASOPS at Fort Gillem Enclave is anticipated. The government currently contracts these services under contracts W91249-22-C-0010 and W91249-20-C-0028, and intends to procure a follow-on contract. A draft Performance Work Statement (PWS) is attached.

The contractor shall provide quality base operation support services, encompassing:

• Unaccompanied Housing

• Solid Waste Management

• Grounds Maintenance

• Pavement Clearance

• Facility Maintenance (Vertical, Army Family Housing, Horizontal)

• Heating and Cooling Services

• Pest Management Services

• Army Cemetery

• Gillem Enclave

• NAICS Code: 561210, Facilities Support Services, with a size standard of $47 Million. Offerors are asked to suggest alternative NAICS codes if they believe a different one better fits the requirement.

• Interested businesses should provide a brief capability statement package (max 30 pages, single-spaced, 12pt font, searchable format - Word, Acrobat, or combination).

• Responses are due no later than 13:00 CDT on June 18, 2026.

• Email submissions only. Attachments must not exceed 9 MB. DO NOT SEND ZIPPED files.

• Small business certification status (SB, SDB, 8(a), EDWOSB, WOSB, HUBZone, SDVOSB).

• Fundamental tasks believed necessary for successful accomplishment of services.

• Interest in competing as a prime contractor.

• Details on subcontracting, Joint Ventures, or teaming arrangements, including company names and work performed.

• Specific experience in base operation support services (prime or subcontractor, services provided, facilities involved).

• Percentage of work to be performed by the small business prime and similarly situated subcontractors (referencing FAR 52.219-14 and Class Deviation 2021-00008).

• Types/certifications of proposed subcontractors.

• Information on financial capacity to meet financial obligations.

• Suggestions on how to structure contract requirements to facilitate competition among small businesses.

• Identification of any conditions or actions that may unnecessarily restrict competition.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personal services to provide public works sustainment, restoration, modernization, municipal, environmental, and support operations at the Gillem Enclave. The government will not exercise supervision or control over the contractor's service providers.

The contractor is responsible for providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary for base operations support. This includes managing and performing work orders (DMOs, PMOs, OWOs, PWOs), maintaining as-built drawings and GIS data, and adhering to specific requirements for security, safety, environmental compliance, and contingency planning.

Performance will be evaluated based on the Government's Quality Assurance Surveillance Plan (QASP). Key performance areas include:

• Demand Maintenance Orders (DMOs): Timely receipt, entry into GFEBS, and completion based on priority.

• Preventive Maintenance Orders (PMOs): Execution of scheduled PM tasks.

• Project Work Orders (PWOs): Completion within scheduled delivery dates.

• Workload Management in GFEBS: Adherence to timelines for DMOs and PMOs.

• GFEBS PMO Program: Development and completion within specified timeframes.

• Place of Performance: Locations listed in Technical Exhibit A2 (Equipment Listing) and A3 (Gillem Enclave Map).

• Hours of Operation: Government regular hours are 0700-1600, excluding Federal holidays. A 24/7 work reception desk will be operated.

• Non-Personal Services: Contractor personnel are not subject to government supervision or control.

• Transition: A 30-day transition period (phase-out/phase-in) is required.

• Security: Compliance with applicable Installation, facility, and local security policies, including PIV requirements, and specific training (iWATCH, AT Level 1, OPSEC, Cybersecurity).

• Safety: Development and implementation of a safety program, compliance with OSHA standards, and hot work permit requirements.

• Environmental Requirements: Compliance with Federal, State, Local, and Installation environmental laws, including green procurement and spill prevention.

• Contingency Plans: Development of mobilization, disaster, and labor dispute contingency plans.

• Key Personnel: Project Manager (PM) and GFEBS PM Coordinator Lead with specific experience and availability requirements.

• Reporting: Various reports are required, including damage reports, monthly PWO reports, and warranty information.
