Statement of Work (SOW) / Performance Work Statement (PWS)

To procure tree maintenance services, including pruning and removal, at Fort Logan National Cemetery in Denver, CO, on a one-time basis.

• Tree Removal: Six (6) medium trees and nine (9) large trees are to be removed.

• Stump Removal: Six (6) medium stumps and one (1) large stump are to be removed.

• Pruning: One (1) large tree requires deadwood pruning (Category 1).

• Debris Removal: All resulting waste and debris from tree and stump removal must be removed and disposed of off-site.

• Site Visit: Offerors are required to inspect the site prior to bidding.

• All work must comply with International Society of Arboriculture (ISA) and ANSI A300 standards.

• A Certified Arborist (ISA or equivalent) must supervise all work.

• Pruning cuts must follow best practices to promote healing and tree health.

• Unacceptable pruning methods include topping, heading-back, stubbing, de-horning, lion-tailing, and pollarding.

• Damage to government property (headstones, structures, etc.) must be avoided; any damage caused by the contractor must be repaired at their expense.

• Location: Fort Logan National Cemetery, 4400 W Kenyon Avenue, Denver, CO 80235.

• Period of Performance: From contract award/notice to proceed until accepted completion by the Government, not to exceed sixty (60) calendar days.

• Certified Arborist: Must be provided by the contractor, certified by ISA or equivalent, and possess at least three (3) years of supervisory experience.

• Work Hours: Normal working hours (8:00 a.m. - 4:30 p.m., Monday-Friday), unless otherwise permitted by the COR.

• Conduct: Contractor personnel must maintain professional appearance and decorum, especially due to the sensitive nature of the cemetery environment. Gratuities are prohibited. Parking is limited and will be designated by the COR.

• Insurance: Contractor must provide proof of all necessary licenses, certifications, and insurance prior to starting work.

• Utilities: Contractor must coordinate with utility companies if work conflicts with existing lines.

• Debris Disposal: Contractor is responsible for off-site disposal of all debris at a licensed facility. Government will not provide receptacles.

• Equipment: Contractor must supply all labor, tools, materials, and equipment. Use of climbing spikes is prohibited without written COR approval.

• Damage: Contractor is responsible for repairing any damage to government property, including headstones, turf, and structures.

Solicitation / RFP / RFQ

This solicitation is for tree maintenance services, including removal, pruning, trimming, stump removal, and disposal of resulting waste and debris, at Fort Logan National Cemetery. The contract will be awarded on a firm-fixed-price, one-time basis.

• Tree Removal: Six (6) medium trees and nine (9) large trees.

• Stump Removal: Six (6) medium tree stumps and one (1) large tree stump.

• Pruning: One (1) large tree for deadwood pruning, and routine pruning for larger trees (over 20' height) and training pruning for young trees (under 20' height).

• Certified Arborist: A certified arborist must serve as the site manager, with at least three years of supervisory experience.

• Work Standards: Adherence to Best Management Practices for Tree Pruning (2018 ISA) and ANSI A300 standards.

• Debris Disposal: Contractor is responsible for all debris disposal at a licensed off-site facility.

• Personnel Conduct: Strict adherence to decorum, courtesy, and respect due to the cemetery's sensitive mission.

• Period of Performance: 60 calendar days from award of contract or notice to proceed.

• Evaluation: Lowest price technically acceptable (LPTA). Factors include Technical Approach and Understanding of Work, Past Performance, and Price.

• SAM Registration: Vendors must be actively registered in SAM.gov at the time of submission and award.

• Set Aside: This solicitation is set aside for Women-Owned Small Business (WOSB) at 100.00%.
