Ft. Stewart Base Operation Support Services - Amended

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for Base Operations and Support Services for the U.S. Army Garrison Fort Stewart (FS) and Hunter Army Airfield (HAAF), GA. The primary objective is to ensure all work meets specified maintenance and repair standards, adhering to all applicable Federal, State, and local laws and regulations.

The contractor shall provide a broad range of non-personal base operations and maintenance services. This includes, but is not limited to:

• Description of Services: Comprehensive base operations and maintenance.
• Work Management: Coordination, work status, and utilization of the General Fund Enterprise Business System (GFEBS).
• Demand Maintenance Orders (DMOs): Responding to and completing emergency, urgent, and routine maintenance requests with defined timelines and priorities.
• Preventive Maintenance Orders (PMOs): Executing scheduled maintenance tasks for various systems and equipment.
• Operations Work Orders (OWOs): Handling recurring maintenance, cyclical tasks, and projects outside of scheduled PM.
• Project Work Orders (PWOs): Managing unscheduled work, repairs, modifications, or installations exceeding DMO thresholds.
• As-builts: Maintaining as-built drawings for various facility systems.
• Salvage: Managing salvage rights for replaced property.

Performance will be evaluated based on the Government's Quality Assurance Surveillance Plan (QASP). Specific performance standards and Acceptable Quality Levels (AQLs) are detailed for different DMO priorities, PMO tasks, PWO completion, and workload management, with associated deduct schedules for deviations.

Work will be performed primarily throughout the entire area occupied by FS/HAAF and surrounding training areas. Regular business hours are Monday through Friday, 0730 to 1600, excluding Federal holidays, with provisions for Priority 1 service calls outside these hours.

• Personnel Qualifications: Specific certifications and licenses are required for various roles (e.g., Project Manager, Pipefitter/Plumber, Boiler Operators, HVAC Technicians, Electricians, Fire Alarm/Suppression Technicians).
• Security: Compliance with applicable Installation, Facility, and Local Security Policies and Procedures, including PIV requirements, and potential FPCON changes.
• Training: Mandatory training includes iWATCH, Anti-Terrorism (AT) Level I Awareness, Operational Security (OPSEC), and Cybersecurity Awareness.
• Safety: Development and implementation of a safety program, compliance with OSHA standards, and hot work permits as required.
• Environmental: Compliance with Federal, State, and Local Environmental Laws, including Green Procurement, Spill Plans, and Hazardous Material handling.
• Contingency Plans: Development and implementation of Mobilization, Disaster, and Labor Dispute Contingency Plans.
• Government-Furnished Property (GFP): Contractor must manage and maintain GFP, including initial inventory and utility usage.

Amendment / Modification

This document is an amendment to a previously posted Sources Sought Synopsis (SSS) for Base Operation Support Services at U.S. Army Garrison Fort Stewart, Georgia. The primary purpose of this amendment is to clarify that three existing contracts are being considered for consolidation into a single overall BASOPS requirement. This consolidated requirement was previously identified in a draft Performance Work Statement (PWS) posted under Notice ID #W5168W23R0019.

• The amendment clarifies the scope of the requirement, indicating it consolidates three additional requirements into the overall BASOPS contract.

• It references the draft PWS which is attached and provides details on the services encompassed.

• This is a Sources Sought Synopsis ONLY and does not constitute a Request for Quotation (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP).

• It does not commit the Government to a contract.

• Responses are due no later than 12:00 PM CST on February 2, 2024.

• Submissions should be a capability statement package (max 30 pages, single-spaced, 12pt font) demonstrating specific capability.
