Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for the installation of low-profile utility bodies on two Government-provided 2024 Dodge Ram 3500 4X4 dual rear wheel chassis. The acquisition is a Total Small Business Set-Aside, with NAICS code 336211 and a size standard of 1,000 employees.

• Installation of low-profile utility bodies on two specified chassis.

• All parts must be NEW and approved.

• Alternate Parts are authorized if they meet form, fit, and function requirements and conform to the approved configuration.

• The work involves "Door number 1264 Fuels Truck Buildup" and "Door number 1263 Fuels Truck Buildup" for the Six Rivers National Forest.

• Anticipated contract type: Firm-fixed price.

• Period of Performance: April 14, 2026, to July 10, 2026.

• Delivery Date: July 10, 2026.

• Quotations are due by April 8, 2026, at 12:00 PM Pacific Time.

• Quotes must be emailed to Kari.Hughes@usda.gov.

• Offerors must hold prices firm for 90 calendar days from the offer due date.

• Evaluation will be based on the lowest price technically acceptable (LPTA) criteria.

• Technical approach, past performance, and price will be evaluated.

• F.O.B. Destination is requested.

• This acquisition is a Total Small Business Set-Aside.

Statement of Work (SOW) / Performance Work Statement (PWS)

To install low profile utility bodies on two Government-provided 2024 Dodge Ram 3500 4x4 dual rear wheel chassis.

• Provide and install low profile utility bodies per Forest Service specifications Class 273, using Six Rivers Equipment numbers EN-1264 and EN-1263.

• Contractor shall provide all necessary supplies, personnel, equipment, tools, materials, and supervision.

• All materials and supplies must conform to applicable Federal specifications and standards.

• POCs for approval of supplies, materials, and equipment are FMI Jason Ownbey or Christopher Wild Fleet Manager.

• Substructure: One-piece continuous torsion-box frame.

• Body Fabrication: Minimum A-40 galvaneal steel.

• Compartments: Include lower rear and both sides, with integral full compartment length drip rail. Compartment fronts to have a frame and channel around the opening, seal welded for weather tightness. End panels to form outside front of compartment frame with a 1/2" outer fold to overlap back & bottom panels.

• Interior Sidewalls: Two adjustable divider tracks (14gauge A-40 galvaneal steel, 2" wide x 1/2" deep) per compartment for shelving and accessories.

• Door Gaskets: Continuous black closed cell neoprene, D-shaped open center door gasket with adhesive back. A small gasket for a double seal is also required. Sectional, foam, or closed center gaskets are not acceptable.

• Bed Floor: 1/8" diamond plate steel with a 2” bend along inner sidewalls. No wheel riser boxes; floor must be completely flat.

• Compartment Doors: Double panel lap type (18 gauge outer, 20-gauge A-40 galvaneal steel inner), welded and reinforced. Vertically hinged doors require over-center spring checks and 3-point locking T-handles. Horizontally hinged doors require heavy-duty chain and a detachable "S" hook; most require locking T-handles, with the driver's side horizontal compartment requiring two.

• Compartment Interiors: Two adjustable shelves per vertical compartment; no shelving in horizontal or lower rear compartments.

• Compartment Lights: Full length LED strip lighting provided and installed behind the door frame (left, right, top), positively attached, easily removable. Whelan, Florent Series, or equivalent.

• Body Protection Panels: Minimum 1/8-inch-thick polished aluminum tread plate on outboard lower front portion (approx. 14" W X 16” Η each side), securely riveted.

• Tailgate & Bumper: 12"H fold down rear tailgate (full width of bed opening), no advertising. Diamond plate rear bumper (full width of body), no hitch recess. Bumper not attached to rear of body.

• Non-Skid Coating: Protective/non-skid coating (black) on top exterior surface, entire bed area, and interior tailgate surface. Also on exterior side body packs covering light bar bracket footings. Line-X protective coating, or equivalent.

• Back Up Alarm: Electronic audible back up alarm to be provided and installed.

• Receiver Hitch: Class 4 hitch with 7way flat pin plug, properly wired, to be provided and installed.

• Back Up Camera: Provided back up camera to be installed.

• Finish and Paint: Full undercoating and prime paint on all exterior and compartment interior surfaces. Finish paint to match the cab.

• Completion time: 60 business days from date of award.

• Travel: If vendor is within 150 miles of Redding, Government will deliver chassis and pick up completed truck. Outside this radius, vendor is responsible for pickup and delivery of chassis and completed truck.

• Contractor's Key Personnel: Certified Technician.

• Security Requirements: Secure the vehicle while in vendor possession.

• Warranty: Five (5) year warranty on materials and workmanship, excluding normal maintenance, wear and tear, misuse, or unauthorized repairs. Components normally warranted separately by manufacturers are excluded.
