Source Sought Notice

This notice is issued by the Department of the Interior (DOI), Interior Business Center (IBC) on behalf of the IBC Financial Management Directorate (FMD). It is for informational and planning purposes only to conduct market research for a potential solicitation and procurement for Rental Surveys. The IBC is seeking to identify qualified, experienced, and interested potential sources.

• The primary task is to collect rental market data (comparables) from specific communities across 3 to 5 "survey regions" each year.

• This involves collecting data on private rental housing units (houses, apartments, mobile homes, trailer pads), community utility charges, and verifying medical and dental services.

• The data collected will be used by IBC to develop statistically valid base rental rates in compliance with OMB Circular A-45.

• The estimated total of 3,000 to 4,200 rental market comparables will be collected annually across 150 to 250 communities.

• The scope includes collecting data on electricity, natural gas, propane, fuel oil, water, sewer, and trash removal utility costs.

• The contract type is anticipated to be Indefinite Delivery/Indefinite Quantity (IDIQ).

• The period of performance is five (5) years, from FY 2027 through FY 2031.

• Interested firms are invited to submit a capability statement demonstrating their understanding, capability, qualification, and past experience.

• The submission deadline is 12:00 PM ET on June 26, 2026.

• Responses should be submitted digitally as PDF files.

• The notice does not specify any set-aside requirements, but encourages small businesses to submit capability statements, including teaming arrangements with large partners.
