FY 2027 Treatment Services Eastern District of Texas

This is a pre-solicitation notice from the United States Probation and Pretrial Services Office for the Eastern District of Texas. The agency intends to procure treatment services for federal defendants and persons under supervision through Blanket Purchase Agreements (BPAs). The BPAs will cover the period beginning October 1, 2026, through September 30, 2027, with options to extend for an additional four years.

The required services may include, but are not limited to:

• Substance Use Treatment and Testing: Urinalysis collection, assessments, residential treatment, and/or substance use counseling (individual, group, and/or family).
• Mental Health Treatment: Psychiatric evaluations, medication monitoring, mental health assessments, mental health counseling (individual, group, and/or family), and/or dual diagnosis counseling/co-occurring disorders.

Specific services are listed for various locations within Texas, including Lufkin, Orange, Prosper, Longview, Sherman, Lewisville, Celina, Brownsboro, Denton, Texarkana, and Paris.

• Contract Type: Blanket Purchase Agreements (BPAs).

• Period of Performance: October 1, 2026 - September 30, 2027, with four one-year extension options.

• Notice of Interest: Interested offerors must send their name, mailing address, telephone number, and email address to TXEPml_treatment_services_team@txep.uscourts.gov.

• RFP Release: A Request for Proposals (RFP) will be posted on the agency's web page (www.txep.uscourts.gov) on or after June 24, 2026.

• Bidder Conference: A bidder conference will be held on July 7, 2026, at 10:00 a.m. via Microsoft Teams to provide an overview of proposal submission and significant changes to the FY 2027 Statement of Work.

• Evaluation Criteria: Offerors must demonstrate:

  1. Ability to provide services within the catchment area with available facilities.
  2. Services provided by qualified professionals meeting required criteria.
  3. Prices are as low or lower than charged to the offeror's most favored customer.

• SAM.gov Registration: Registration with SAM.gov is highly recommended as soon as possible, as it is required before an agreement can be awarded. Registration is not a factor in proposal evaluation.

• The agency's web page will host the RFP and a recording of the bidder conference.
