Purpose & Scope

This notice from the USACE Japan District provides an outlook on anticipated projects for Fiscal Years 2026 and 2027. The goal is to inform potential bidders, specifically local sources in Japan, about future requirements. The projects encompass a wide range of construction and renovation activities, including Military Family Housing improvements, facility construction (e.g., Vehicle Maintenance Shops, Recreation Centers), HVAC upgrades, maintenance dredging, electrical distribution repairs, fueling system repairs, and demolition projects across Mainland Japan and Okinawa.

Eligibility & Key Requirements

Opportunities will be solicited to local sources in Japan through full and open competition, unless otherwise specified. Local sources are defined as organizations physically located and licensed to conduct business in Japan. Prospective offerors must possess a Japanese civil construction (doboku isshiki koji) or architectural construction (kenchiku isshiki koji) license by the proposal due date, verifiable on the MLIT website.

A critical requirement is Cybersecurity Maturity Model Certification (CMMC) 2.0. Solicitations and contracts issued on or after November 10, 2025, are anticipated to require at least Basic (Level 1) certification. For contracts involving Controlled Unclassified Information (CUI), CMMC Level 2 will be mandatory. Companies without the required CMMC certification will be ineligible for award. All interested companies must also be registered in the System for Award Management (SAM) at SAM.gov.

Submission & Communication

The USACE Japan District is transitioning to the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module for bid and proposal submissions. Vendors are highly recommended to create their PIEE accounts promptly. Industry may submit comments or concerns regarding these projections to the identified points of contact for consideration in the Government's acquisition planning.
