Scope of Work
The required A-E services include, but are not limited to, engineering studies, investigations, tests, evaluations, consultations, drawings, renovations/repair projects, new construction, project definition documents, value engineering studies, environmental permit applications, geotechnical reports, construction phase support, and facility condition assessments. All work will be performed at the Arnold Engineering and Development Complex (AEDC) at Arnold AFB, TN. Task orders will typically range from $25,000 to $3,000,000.

Submission & Evaluation
This is a competitive selection process based on qualifications. Firms will be evaluated on five factors:
- Specialized Experience and Technical Competence (SF330, Part I, Section F): Relevant projects within the past ten (10) years.
- Past Performance (SF330, Part I, Section H): Assessed using CPARs or Past Performance Questionnaires (PPQs), with 10 references required. PPQs are submitted directly by the customer.
- Professional Qualifications (SF330, Part I, Section E & G)
- Professional Capacity (SF330, Part I, Section H)
- Geographic Location (SF330, Part I, Section C): The prime firm must have an office within 125 miles of Arnold AFB, TN, from which the majority of services will be performed.
SF330 Part II is limited to one page per office (prime or subcontractor). SF330 Part I, Section E, Block 19 is not required.
