Questions & Answers / Clarifications

This document provides answers to vendor questions regarding the FA910126R0024 Synopsis/Request for Qualifications.

• Opportunity Type: The listing on SAM.gov is a request for qualifications synopsis (presolicitation notice), not a solicitation/request for proposal. A request for proposal will be sent to the most highly qualified firms.
• SF330 Part II Submission: Attachment 02 has been amended to clarify that Part II is limited to one page per office, whether prime or subcontractor. A prime or sub can have multiple pages if they have multiple offices.
• Award Type: Only one award will be made for this Firm-Fixed-Price Single Award Indefinite Delivery/Indefinite Quantity contract. The award could be to a large or small business.
• Recency of Projects: Relevant projects for Factor 01 (Specialized Experience and Technical Competence) should be within the past ten (10) years. The synopsis has been corrected to reflect this.
• Past Performance (CPARS/PPQs): PPQs are to be submitted by the customer directly to the Government. PPQs are utilized when CPARs are not available. CPARS, if available, should be submitted in Part I, Section H. Attachment 02 has been amended to clarify that 10 references, not pages, are required for past performance.
• SF330 Part I, Section E, Block 19 (Relevant Projects): This section is not required and will not be evaluated.
• Geographic Location (Factor 05): Eligibility is determined by the address of the office from which the majority of services will be performed. The prime firm must have an office within the 125-mile radius of Arnold AFB, TN.
• Small Business Participation (Factor 06): This is a tie-breaker criterion, and no specific small business goals have been established at this time. A small business subcontracting plan is not requested.
• CMMC Level: The CMMC level will be established at the task order level, with potential for Level I and Level II. Level I is currently in effect, and Level II requirements go into effect November 2026.
• Task Order Locations: Task orders will involve work at Arnold Air Force Base, TN, and not its other operating locations.
