Amendment / Modification

This amendment makes the following changes to the original solicitation:

• Removes the requirement for Building 714.

• Adds information to Paragraph 2 of the Statement of Work (SOW).

• Extends the solicitation suspense date and time from April 29, 2026, at 12:00 PM CDT to May 6, 2026, at 12:00 PM CDT.

• Building 714 requirement (removed).

• Paragraph 2 of the SOW (updated).

• Solicitation suspense date and time (extended).

• The proposal submission deadline has been extended to May 6, 2026, at 12:00 PM CDT.

• Offerors should ensure their proposals reflect the updated SOW and remove any considerations for Building 714.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for mold removal and remediation services for the Civil Air Patrol (CAP) at Maxwell Air Force Base (AFB), AL. The government is procuring these services for Buildings 714 and 848. This announcement constitutes the only solicitation, and a written solicitation will not be issued. The procurement is for "Open Market" offers only; GSA or GWAC quotes will not be considered. This requirement is a 100% Small Business Set Aside.

• Mold Removal and Remediation services for Building 714 (CLIN 0001) and Building 848 (CLIN 0002).

• Offerors must provide a detailed remediation plan outlining their technical approach to safe containment and removal of mold, meeting minimum requirements of the SOW (paragraphs 3 and 7-15).

• Offerors must provide documentation demonstrating that all key personnel possess current, relevant mold remediation certifications (IAW SOW, paragraph 6).

• A firm-fixed priced award will be made.

• NAICS Code: 562910; Size Standard: $25M.

• Desired Period of Performance start date: May 1, 2026. Offerors shall propose a realistic start date.

• Offers must be complete, self-sufficient, and respond directly to the requirements.

• Prices must be held firm for 30 calendar days from the offer receipt date.

• A site visit is scheduled for April 24, 2026, at 10:00 AM CDT. Attendees must submit names by April 23, 2026, 12:00 PM CDT.

• All pertinent questions must be submitted via email by April 27, 2026, 01:30 PM CDT.

• Offers must include: detailed remediation plan, certifications, proposed service start date, unit prices, extended prices, representations and certifications, discount terms, tax identification number, cage code, and UEI.

• Evaluation will be based on technical acceptability (pass/fail) and price. For technically acceptable offers, a best value selection will be based on price.

• Key deadlines: Site visit attendee list submission (April 23, 2026), Questions submission (April 27, 2026), Offer submission (NLT April 29, 2026, 12:00 PM CDT).

• 100% Small Business Set Aside. Only offers from small businesses will be reviewed.

• Contractors MUST BE REGISTERED AND ACTIVE in the SAM database at the time of offer submission.

• Funds are not presently available; no award will be made until funds are available. The government reserves the right to cancel the solicitation.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for mold abatement, remediation services, and ceiling repair.

• Furnishing of all labor, services, tools, materials, equipment, transportation, and supervision for mold abatement and remediation.

• Removal and remediation of building materials showing visible signs of mold growth, excessive water saturation, or moisture intrusion.

• Cleaning and treatment of opened wall and ceiling cavities with an EPA-registered disinfectant and mold inhibitor.

• Performance Period: Work to be accomplished within 30 calendar days, with possible extensions of 5 calendar days at a time.

• Operational Coverage: Normal business hours are Monday through Friday, 8:00 am to 4:30 pm, excluding federal holidays.

• Contractor Qualifications: Firm must be currently certified in mold remediation and have expertise in containment, remediation, demolition, and abatement. Must provide proof of qualifications, insurance, OSHA certifications, and any applicable State certifications. Supervisory personnel must be OSHA-qualified competent persons with specific mold abatement training.

• General Requirements: Adherence to industry standards, safety regulations, and Government contract specifications. Awareness training for health effects of mold exposure, appropriate respiratory protection, and infection control measures.

• Waste Disposal: Contractor is responsible for dumpster and removal of waste materials, including dust and debris, in accordance with applicable regulations.

• Fire Protection: Protect all fire alarm/fire suppression system components. Contact Maxwell AFB Fire Department or Civil Engineer Contractor for assistance if systems are affected. A licensed NICET II or higher fire alarm technician is required for removal/reinstallation of devices.

• Security: Contractor must notify the contracting officer 30 days before on-base performance and comply with installation access requirements, including obtaining base identification and vehicle passes. Personnel must wear or display identification badges.

• Prohibited Items: Transporting weapons or ammunition is not permitted. Specific illegal weapons are prohibited.

• Wireless Electronic Devices: Contractor cannot establish their own IT systems or networks without direct permission.
