This amendment (0001) to RFQ 140P1326Q0026 serves two primary purposes:

• Provides answers to Requests for Information (RFIs) received to date.

This amendment provides answers to vendor questions regarding the FY26 Hazardous Tree Mitigation Services RFQ (140P1326Q0026).

• Incumbent/Recompete Status: The government clarified that this is a new requirement for FY26. While the park has procured similar services in the past via GSA (Task Order 140P2125F0218), this is not a direct recompete of that specific task order.

Performance Work Statement (PWS)

To mitigate hazardous tree and vegetation conditions within Rock Creek Park (ROCR) and support overall landscape management. This includes pruning and removing dead or diseased trees, and clearing woody vegetation along roadsides, in park landscapes, around facilities, and adjacent to private properties. The work supplements existing ROCR tree crew efforts and enhances public safety.

• Full-Spectrum Tree Services: Provide comprehensive arboricultural and vegetation management services. This includes accessing, removing, pruning, processing, hauling, and disposing of hazardous trees, limbs, storm-damaged trees, and hazardous vegetation.

• Specific Activities: May include large tree removal, technical rigging, climbing, tracked aerial lift operations, crane-assisted removals, pruning, hazard reduction, storm response, stump grinding (when directed), debris removal, chipping, hauling, traffic and pedestrian control, and site cleanup.

• Hazard Identification: Mitigate hazards identified by the Tree Crew Supervisor, Contracting Officer’s Representative (COR), or designated ROCR representative.

• Resource Support: Provide five (5) eight-hour workdays per month of full-spectrum tree services, including specified personnel and equipment (chip truck/chipper, bucket truck, log truck, climbers, ground workers, crane/aerial lift as needed).

• Stockpiled Material Removal: Haul and properly dispose of stockpiled logs and woody materials from a designated ROCR wood dump site.

• All work must be completed within 12 calendar months after award.

• Pruning must adhere to the latest ANSI A300 Pruning Standards and ISA Best Management Practices.

• Brush and logs must be removed or chipped and broadcast according to COR direction.

• Stumps must be cut flush with grade or no more than 3 inches above grade with COR approval.

• Contractor-generated refuse must be hauled from the work site daily.

• Ground disturbance must be repaired to the COR's satisfaction.

• Performance standards and Acceptable Quality Levels (AQLs) are detailed in the Quality Assurance Surveillance Plan (QASP).

• Period: All work to be completed within 365 calendar days after award. Tasks begin within 10 days after award.

• Place: Multiple Government-owned or managed locations within Washington, DC, under ROCR jurisdiction. Work may involve access from adjacent public and private properties and roadways.

• Contract Type: Firm-fixed-price.

• Personnel: Requires an International Society of Arboriculture (ISA) Certified Arborist as the primary technical contact. A minimum of one on-site supervisor fluent in English is required.

• Permits: Contractor must obtain and maintain all required permits and licenses.

• Traffic Control: Coordinate all lane closures with COR, U.S. Park Police, and DDOT. Lane closures permitted Monday-Friday, 0900-1430, with one week's advance notice. Comply with MUTCD and AASHTO standards. Contractor responsible for costs and coordination on non-NPS roadways and potential overtime for U.S. Park Police.

• Safety: Comply with ANSI Z133, OSHA, federal, state, and local safety standards. Use appropriate Personal Protective Equipment (PPE).

• Submittals: Safety Plan, Certificate of Insurance, Update Reports, List of credentialed personnel and equipment, Log and wood removal hauling plan, Work Log.

• Business Hours: Routine services between 6:00 a.m. – 3:30 p.m. Monday-Friday. Work on Federal Holidays requires COR approval.

• Security: Contractor responsible for the security of equipment left on-site.

• Damage Responsibility: Contractor is responsible for any damage to Government or private property caused during operations.
