FY26 HIHW VC and LC HVAC Repair and Replacement

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for HVAC Repair and Replacement services at the HIHW Visitor Center and Learning Center. The acquisition is set-aside for small business concerns with a NAICS code of 238220 and a size standard of $19 Million.

• CLIN 0001: Provide all necessary services, personnel, and equipment to replace split air conditioners in the Learning Center Offices.

• CLIN 0002: Provide all necessary services, personnel, and equipment to replace compressors in the upstairs Visitor Center offices.

• The Statement of Work (SOW) attached applies to all CLINs.

• Department of Labor Wage Rates (WD 2015-5739, Revision No. 27) are incorporated.

• Contract Type: Firm-fixed-price purchase order.

• Period of Performance (POP): Date of Award through six (6) months for both CLINs. Formal POP will be determined at time of award. Expected completion is no later than six (6) months after award.

• Delivery: FOB Destination.

• Place of Performance: HAWAIIAN HUMPBACK WHALE NMS, 726 SOUTH KIHEI ROAD, KIHEI HI 96753.

• Submission: Quotes must be submitted electronically via email to Chelsea.Vera@noaa.gov by 11:00 AM EST on June 3, 2026.

• Quote Format: SF1449 form or company letterhead in the same format as SF1449.

• Validity: Quotes must be valid for a minimum of 60 days.

• Evaluation: Offers will be evaluated based on Technical Acceptability/Capability, Past Performance, and Price. The award will be made to the responsible offeror whose offer is most advantageous to the Government.

  • Technical Acceptability/Capability: Requires a statement demonstrating capability, relevant experience (past two years), and understanding of the requirement. Specification sheets for equipment are required.
  • Past Performance: Evaluated based on successful performance, quality, timeliness, cost management, communications, and customer satisfaction.
  • Price: Low priced, technically acceptable, single firm fixed-price purchase order on an all or none basis.

• This acquisition is set-aside for small business concerns.

• Offerors must have an active registration in the System for Award Management (SAM).

• The Government does not accept responsibility for non-receipt of quotes. It is the contractor's responsibility to request and receive a confirmation of quote receipt.

Form / Attachment / Pricing Sheet

This document is a "Past Performance Information Form" that contractors must complete to demonstrate relevant past performance or state that they possess no relevant past performance. It is used to gather information about previous contracts or efforts that are of a similar scope, magnitude, and complexity to the current solicitation.

• Past Performance Requirement: Quoters must submit a maximum of three (3) current/previous contracts performed within the last three (3) years that are similar in nature to the solicitation.
• Information to Include: For each reference, contractors must provide:
  • Contract number, name and address of the Government agency or commercial entity
  • Description of work/services provided
  • Point of contact with current phone number and e-mail address
  • Date of contract award
  • Period of performance
  • Initial and current contract value
  • Extent of subcontracting
• Newly Formed Entities: New entities or those lacking prior contracts should list key personnel and applicable resources, explaining the relevance of their past performance.
• Problem/Corrective Actions: Quoters are encouraged to describe any problems encountered and corrective actions taken on identified contracts.
• Experience: Quoters must describe recent experience (within the last 3 years) in performing same or similar services of the same scope, magnitude, and complexity.

This form is critical for bidders to provide evidence of their capability and experience to perform the work described in the solicitation. Failure to provide adequate past performance information may negatively impact the evaluation of the proposal. The government may contact the provided points of contact to confirm information and may seek information from other sources.

Statement of Work (SOW)

To replace and repair HVAC systems at the NOAA Facility located at 726 S. Kihei Rd, Kihei, Hawaii, ensuring safety, proper ventilation, and OSHA-compliant workspaces.

This SOW requires a time and materials approach for HVAC system replacement and repair.

CLIN001: Learning Center (LC) Offices HVAC Replacement

• Disassemble and dispose of the existing ducted split air conditioning system for the LC offices.
• Provide and install two (2) Bosch BOVA-60RXB-M15S / BIVA-48RXB-M15X, 4-ton, 15 SEER ducted split AC systems, or equivalent.
• Ensure service areas include LC side offices, IT server room, and storage room are OSHA-compliant.
• Provide ductwork installation for the storage room, mitigating for sand intrusion due to northerly trade winds.
• Includes post-installation monitoring for consistent operation.
• CLIN covers materials, labor, shipping, and all necessary work for operational and OSHA-compliant occupancy.

CLIN002: Visitor Center (VC) Upstairs Offices HVAC Compressor Replacement

• Provide installation of a new compressor and disposal of the old compressor for the upstairs VC offices Carrier DX system.

• Tasks include providing an OEM replacement compressor (or equal), recovering refrigerant, installing the new compressor, replacing the liquid line drier, evacuating the system, weighing in refrigerant charge, and testing.

• CLIN covers materials, labor, shipping, and all necessary work for the Carrier system to be operational to manufacturer standards.

• The facility is located at 726 S. Kihei Rd, Kihei, HI 96753.

• Regular work hours are 7:30 AM - 3:30 PM, Monday to Friday, excluding Federal holidays.

• The area around the work site must be closed off to the public.

• All offices and the Visitor Center must remain accessible and hazard-free during work, unless closure is approved.

• Technicians must be escorted into the building by site staff.

• Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply; no Security Accreditation Package is required.

• The Contractor will not be accessing US government computers or IT systems, or any non-public information.

• Map of Kihei Campus with Visitor Center (A), Learning Center (B), and Classroom Building (C) identified.
